Det övergripande målet för bidraget är att bidra till att uppnå hållbar fred, säkerhet och stabilitet, vilket är en förutsättning för att främja ekonomisk integration och utveckling av IGAD som har åtta medlemsländer i regionen Afrikas horn (Djibouti, Etiopien, Kenya). , Somalia, Sydsudan, Sudan, Uganda och Eritrea). Detta projekt syftar till att stärka integreringen av jämställdhet i freds- och säkerhetsprogram, vilket är ett av dess 10 specifika mål. Detta kommer också att kompletteras av det pågående Sveriges stöd till ISAP (nr 15619) och IGAD:s genusavdelning ( nr 16567) som också är utformat för att hantera IGAD:s genusstrategiimplementering och antagande av medlemsländerna.
The overall objective of the contribute is to contribute to achieving sustainable peace, security, and stability which is a pre-requisite for advancing economic integration and development of the IGAD that has eight member states in the Horn of Africa region (Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Sudan, Uganda, and Eritrea). This project aims to strengthen mainstreaming gender in peace & security programs which is one of its 10 specific goals. This will also be complemented by the currently ongoing Sweden’s support to ISAP (contribution no 15619) and IGAD’s Gender department (contribution no 16567) that is also designed to manage IGAD gender strategy implementation and adoption by member states.
Objectives
The overall objective of the project is contributed to achieving sustainable peace, security, and stability a pre-requisite for advancing economic integration and development of the IGAD region within the frame of the remining period of the IGAD peace and security strategy (2024-2025). The specific objectives of the strategy are: Specific Objective 1: To enhance the capabilities of IGADs Conflict Early Warning and Response Mechanism and its structures at local, national, and regional levels for credible data collection, quality analysis and dissemination of early warning to the member states for timely response. Specific objective 2: To enhance IGADs capability in preventive diplomacy, mediation, and peacebuilding. Specific Objective 3: To contribute to the post-conflict peace-building processes of countries in post and suspended conflict situations. Specific Objective 4: To strengthen the predictive, preventive, responsive, and adaptive capabilities of IGAD and member states to address transnational security threats. Specific Objective 5: To enhance the capacity of state and non-state actors in the IGAD region to detect, disrupt, and undermine ideologies of violent extremists. Specific Objective 6: Maritime Security- Red Sea and Gulf of Aden: - To strengthen cooperation of the IGAD Member State on issues related to the Maritime governance of the Red Sea and Gulf of Aden corridor. Specific Objective 7: To support state-building, peacebuilding, reconciliation, and stabilization in Somalia. Specific Objective 8: To follow up and facilitate the implementation of peace agreements in South Sudan. Specific Objective 9: To assist and complement the efforts of IGAD member states in promoting and deepening democracy, and good governance, respecting and protecting human rights, and holding credible and regular elections through which the maintenance of peace, security, and stability will be enhanced in the region. Specific Objective 10: To enhance the implementation effectiveness of IGADs Peace and Security Division for the effective and efficient implementation of the peace and security strategy and program including WPS and YPS. Out of these objectives, Swedens contribution will be earmarked for specific objective 1,5,9 and 10. These specific objectives are chosen as per the prioritization exercise initially done by IGAD and later confirmed by partners. Sweden agreed to earmark to these objectives guided by IPPSHAR summative evaluations that recommended to partners to pay particular attention to conflict prevention; Inject more funds at the local level and continue supporting the regional networks established during IPPSHAR. Furthermore, the ICEPCVE has been gives special attention to build on Swedens direct support to the center that will be replaced by this contribution.
