A regional response to an international training program (ITP) based on Sida's framework agreement "ITP Self-Regulating Framework for Democratic Media Development" which covers the period 2018 - 2024. The current round of programs for the Eastern Partnership will be implemented during the period June 2023 - December 2024.
Ett regionalt avropssvar gällande ett internationellt träningsprogram (ITP) utifrån Sida's ramavtal "ITP Självreglerande ramverk för demokratisk medieutveckling" som täcker perioden 2018 - 2024. Den aktuella programomgången för östliga partnerskapet kommer genomföras under perioden juni 2023 - december 2024. Ur programmets perspektiv skulle den centrala frågan för avropet kunna formuleras enligt följande: Hur kan lagreglering, självreglering och samreglering existera och gemensamt bidra till utvecklingen av en hållbar, professionell och oberoende journalistik/mediesektor som i sin tur kan minska statlig och självcensur samt främja yttrandefrihet och offentlig demokratisk debatt?
The contribution concerns a regional call-off of an international training program (ITP 295) in Armenia, Moldova, Ukraine based on Sida's framework agreement "ITP Self-Regulating Framework for Democratic Media Development" which covers the period 2018-2024. The current program for these countries will be implemented during the period 7 July 2023 - November2024. The contract regards 15,000,000 kronor for the period.
The program is carried out by the consulting company Niras Sweden, which coordinates a consortium consisting of International Media Support, Fojo and Global Reporting. Focus of the call-off: Five areas will be in focus for the ITP-participants:
1.Networking with relevant experts and institutions within the EU, especially in Brussels and Sweden;
2.Understand and identify political measures to counteract the decline of independent media in the region;
3.Understand what measures are required to live up to EU regulations. The EU has various regulations aimed at addressing digital challenges of the changing media landscape, in particular: the recent Digital Services Act (DSA), Digital Markets Act (DMA), the forthcoming European Media Freedom Act (EMFA) and the established Audiovisual Media Services Directive (AVMSD). The EU code of conduct for disinformation, which is a co-regulatory instrument (signed by the EU Commission and internet platforms) will also be included;
4.Create a clear understanding of what EU integration actually means when authorities and self-regulatory actors are to implement the new laws and regulations;
5.Additional attention to a country-specific aspect not covered by 1-4.
