Nordmakedoniens statliga statistikkontor (vidare SSO) ansvarar för officiell statistik, för samordning av det statistiska systemet och internationellt samarbete inom statistikområdet. SSO är ett viktigt stöd genom den officiella statistik de tillhandahåller och som kopplas till EU-förhandlingar. Projektet ”Ökad tillgänglighet och användning av officiell statistik i Nordmakedonien” har utarbetats gemensamt av SSO och SCB, med det övergripande projektmålet att öka användarnas förtroende för Nordmakedonien, med hjälp av ökad tillgänglighet och användning av officiell statistik i landet. För att bidra till att det övergripande målet uppnås kommer projektet att arbeta för att: förbättra effektiviteten i framställningen av statistik; öka utbudet och förbättra kvaliteten på framställningen av statistisk; förbättra kommunikationen och stärka samordningen av det Nationella Statistiksystemet (NSS) och förbättra effektiviteten när det gäller personalhantering inom organisationen. Användarnas ökade förtroende för statikuppgifternas korrekthet och tillförlitlighet förväntas göra det möjligt för statliga institutioner att förbereda sin socialpolitik; för forskare och icke-statliga organisationer att använda uppgifterna för att argumentera för de fattigas rättigheter. Samtidigt kommer SSO att uppfylla befintliga EU-krav (2019 års meddelande om EU:s utvidgningspolitik, Nordmakedonienrapporten - kapitel 18, och Riktlinjer för europeisk statistik) och Agenda 2030 (SDG 5; SDG 16 och SDG 17).
The State Statistical office of North Macedonia (further SSO) has the responsibility to produce official statistics in the country, to coordinate the National Statistical System and international cooperation in the field of statistics. SSO has also an important support role to provide official statistics related to the EU negotiations. The project “Increased availability and use of official statistics in North Macedonia” is jointly prepared by SSO and SCB, with an overall project goal to increase user confidence in North Macedonia, by the means of increased availability and use of official statistics in the country. To contribute to the achievement of the overall goal, the project will work towards improved efficiency of the statistical production; increased range and improved quality of statistical production; improved communications and strengthened coordination of the National Statistical System (NSS), and improved efficiency of human resource management within the organization. Users increased confidence in the accuracy and reliability of provided statistical data will enable the state institutions to prepare their social policies, and the researchers and NGO's to utilize the data to argue for the rights of the poor. At the same time, SSO will comply to the existing EU requirements (2019 Communication on EU Enlargement Policy, North Macedonia 2019 Report - Chapter 18, and the European Statistics Code of Practice), and the Agenda 2030 (SDG 5; SDG 16 and SDG 17).
Objectives
The project Increased availability and use of official statistics in North Macedonia, is about partnership cooperation between the Statistics Sweden and the State Statistical Office of North Macedonia. The overall project goal is to reach increased user confidence in North Macedonia, by the means of increased availability and use of official statistics in the country. To contribute to the achievement of the overall goal, the project will work towards the following outcomes: - improved efficiency of the statistical production process; - increased range and improved quality of statistical production; - improved internal and external communications; - improved efficiency of human resource management. The theory of change of the proposed intervention is as follows - IF the availability and use of official statistics in the country increases: (1) by increasing and further developing of the institutional capacity and knowledge at SSO and thereby by improving the efficiency of statistical production process; (2) as well as by increasing the range and improving the quality of statistical production; (3) by improving the communication of statistical data in the public; AND, IF SSO (4) improves efficiency of its human resource management; THEN SSO will contribute to increased users confidence in the accuracy and reliability of provided statistical data. This will enable the institutions to prepare their social policies, and the researchers and NGO's to utilize the data, and to argue for the rights of the poor. The project budget is 14,000,000.00 SEK for the period September 2019 - June 2023.

he following were the main achievements during the program: - A planning and monitoring instrument was brought forward, summarizing SSOs statistics production on the level of departments, sectors, and the entire office. The instrument gives SSO an overview of how, when, and what staff is doing, and enables joint and effective planning. It also provides the opportunity to monitor timeliness, punctuality, and production volume. - An employment register was developed, including a database and a process in place to create frozen monthly versions. SSO has started to use data from the register in statistics production and fully utilized the register will increase the quality, streamline the production process, and increase the range of statistics. - The project contributed to SSO developing Producer Price Index for Services (SPPI) through assistance with survey questionnaires, index construction, and weights calculations. Indexes for three service industries were published in May 2024. - SSOs public statistical database was modernized and made available to users when SSO released an updated version of the MAKSTAT on the website. The updated version has a new design and is more user friendly. - A staff survey was developed and SSO conducted the survey twice during the project period. Management response was carried out. as well as discussions and action plans. SSO has taken several actions following the results from the staff survey. - A training program in statistical processes was developed containing several modules. SSO staff nominated as internal trainers received training in communications, presentation technique and writing. SSO carried out the training program for 38 employees. - An increase of traffic to SSO:s website with 20 % and an increase of downloads from the MAKSTAT database with 31% during the program period. Training in search engine optimization might be one reason, as well as a new more user-friendly design of the database.
