Syftet med insatsen är att ge de offentliga universiteten i Bolivia verktyg för att skydda immateriella rättigheter och produkter som uppstått som resultat av forskning och innovation. En konsult ska kontrakteras för att bistå företaget Swebol Biotech SRL i att ta fram patenträttigheter som ger företaget möjlighet att nå ut på den internationella marknaden med sina produkter. Företaget är ett joint venture mellan universitetsforskare i Bolivia och Sverige som uppstått som spin-off av det Sida-finansierat forskningsstödet till bolivianska universitet. Sverige har under 15 år gett stöd till att utveckla forskningskapacitet och innovationssystem hos två offentliga universitet i Bolivia. Som ett resultat av forskningssamarbetet har några mindre joint venture företag skapats. Dessa har, om än i liten skala, lyckats etablera produkter på den bolivianska och den internationella marknaden. Swebol Biotech uppstod ur ett samarbete inom jordbruk- och livsmedelsforskning på San Andrés universitetet (UMSA) i La Paz och Lunds Universitet. Företaget har i samarbete med lokala jordbrukare på det andinska höglandet använt sig av konceptet rättvis handel, förädlat quinoa och andra grödor. Samarbetet har lett till att livsmedelsprodukter utvecklats. En viss export sker redan av quinoa till Sverige genom företaget ”Green Go”. San Andrés universitetet saknar idag verktyg för att skydda immateriella rättigheter och produkter som tagits fram genom forskningsarbete. Detta innebär en stor risk för att dessa produkter plagieras och marknadsförs av andra aktörer. Insatsen är ett led i Svenska Ambassaden i La Paz strategi att brygga mellan det traditionella biståndet mot ett ökat handels- och tekniskt utbyte mellan Bolivia och Sverige.
The aim of the contribution is to provide the public universities in Bolivia with tools to protect the intellectual property rights for products stemming from research and innovation. A consultant will be contracted to support the company Swebol Biotech SRL in establishing patent rights in order to gain access to the international market. The company is a joint venture between university researchers in Bolivia and Sweden. Sweden has over the past 15 years supported research capacity building and innovation systems at two public universities in Bolivia in cooperation with Swedish universities. As a result of this cooperation a few joint venture companies have emerged that target (albeit in a small scale) the Bolivian and the international markets. Swebol Biotech emerged as a result of innovations from the agricultural and food market research at the San Andrés University (UMSA) in La Paz in collaboration with Lund University, Sweden. The company has in collaboration with local Andean farmers, applying the fair trade concept, improved the quality of quinoa and other grains. It has developed various products for the international market. Some of these products are already exported and marketed through the Swedish company “Green Go”. However, at present the San Andrés University does not have the knowledge or the tools to protect innovations stemming from research activities. There is an increasing risk that products developed by the researchers may be plagiarized and marketed by other companies if property rights are not secured. The contribution is part of the Swedish Embassy in La Paz strategy to bridge between traditional development cooperation towards commercial and technical cooperation beyond aid.
Objectives
The Consultant is expected to deliver the following products: 1. An inception report including methodological approach, time schedule and detail on the products to be delivered. 2. A survey (report) of international patent rights on products similar to the ones Swebol Biotech SRL plans to acquire. 3. All the documents required for the patent rights application in the markets: Argentina, Brazil, Canada, China including Hong Kong, United States and the European Union. 4. Claim register on behalf of Swebol Biotech AB and Swebol Biotech SRL. 5. A summary report that provide Swebol and DIPGIS/UMSA with the information needed to carry out patent rights application for other emerging enterprises originating from research activities within the university. 6. Registration of Swebol as a brand name in the same countries as for the patent.
