Insatsen kommer att finansiellt stärka alla kommuner i Albanien, vilka fortfarande är högst beroende av den centrala regeringens finansiering och som har få eller underutnyttjade lokala medel. Medan den Territoriella och Administrativa reformen som för några år sedan stöttades och genomfördes finansiellt av bl.a. Sverige och beviljade kommunerna fler funktioner, så har inte finansieringen från den centrala regeringen följt samma mönster. En av de i huvudsak egna finansiella resurserna som fullt ut beslutas av kommunerna, är fastighetsskatten. Den förslagna insatsen kommer att stödja det albanska Finans- och Ekonomiministeriet (MFE) att upprätta ett fastighetsskattesystem, (som är baserat på verkligt marknadsvärde av fastigheterna) och att uppnå en ökad intäkt i respektive kommun. Insatsen förväntas nå en intäkt som är 0,5 % till 0,8 % av GDP (från nuvarande 0,32). I termer av absoluta budgetsiffror, innebär det 50 miljoner Euro till budgeten för de 61 kommunerna i landet. Det nuvarande systemet är baserat på mycket breda skattezoner som är tilldelade referensavgiftsnivåer som inte tar hänsyn till det verkliga marknadsvärdet av varje individuell byggnad, vilket gör att systemet uppfattas som orättvist. Möjligheten att få in skatt är begränsade vilket resulterar i generellt låga insamlingsnivåer över hela landet, med huvudstaden som den främsta betalaren av denna skatt. På så vis, misslyckas det nuvarande systemet att skapa en rättvis och jämlik inbetalning av fastighetsskatt. Det svenska bidraget kommer att hjälpa Albanien att etablera ett modernt fastighetsskattesystem baserat på verkliga marknadsvärden som kommer att applicera avancerade ICT lösningar, som den centrala regeringen ansvarar för och underhåller, men som används av kommunerna på en daglig basis. Intäkterna som genereras från fastighetsskatten kommer att vara tillgängliga för kommunerna för att kunna förbättra omfattningen och kvalitén av de tjänster de förser sina invånare med, samtidigt som de blir mindre beroende av den centrala regeringens finansiella stöd. Projektet kommer att utföras som ett samarbete mellan Finans-och Ekonomiministeriet (MFE) som den direkta förmånstagaren, andra centrala myndigheter i Albanien, alla 61 kommuner och det svenska Skatteverket (STA), som den främsta implementerande partnern. Därtill kommer Lantmäteriet att bidra till utformning av utvärderingsmetodologi. Vidare utförs samarbetet med den Kosovanska skatteadministrationen, genom dess ICT experter som är förtrogna med det liknande skatteverkssystem som upprättats i Kosovo enligt den svenska modellen. Insatsen kommer att pågå över en tre-års period som avslutas 2020. Den totala kostnaden av insatsen är 36 281 000 SEK.
The intervention will strengthen financially all the municipalities of Albania, which are still highly dependent on the central government funding and with little or under-utilized local resources. While the Territorial and Administrative Reform carried out a few years ago and supported financially by Sweden granted municipalities more functions, the funding from central government has not been following the same pattern. One of the main own financial sources fully decided by the municipalities, is the property tax. The proposed intervention will support the Ministry of Finance and Economy of Albania (MFE) to set up a property tax system, that is based on real market value of the properties and achieves an increased collection in each municipality. The intervention is expected to reach a collection that is 0.5 % to 0.8 % of GDP (from 0.32 currently), or in terms of absolute budget figures, adding more than € 50 million into the budget of the 61 municipalities of the country. The current system is based on very broad cadastral zones which are assigned reference fee levels that don't take into account the real market value of each individual building, causing the system to be perceived as unfair. The collection efforts are poor, resulting in overall low level of collection throughout the country, with mainly the capital being the main payer of this tax. Thus, the current system fails to deliver fairness and equality in payment of property taxes. The Swedish contribution will help Albania establish a modern property tax system, based on the real market values of the properties, which will be applying advanced ICT solutions, hosted and maintained by the Central Government, but used by the municipalities on daily basis. The revenues generated from the property tax collection will be available to the municipalities to improve the range and quality of services provided to their citizens, while becoming less depended from central government funding. The project will be carried out as cooperation between the Ministry of Finance and Economy (MFE)as the direct beneficiary, , other central agencies in Albania and all 61 municipalities, the Swedish Tax Agency (STA), as the main implementing partner Lantmäteriet contributing to the field evaluation methodology, and the Kosovo Tax Administration, through its ICT experts, familiar with a similar property tax system built in Kosovo under the Swedish model. The intervention will cost a total of 36 281 000 SEK over a three years period, ending in 2020.
Objectives
The Albanian Government has decided to modernize and strengthen the Albanian Property Tax System. The reform is supported by IMF and contributes to Albanias EU accession agenda. The purpose of the reform, and thus of the intervention, is to contribute to strengthened municipalities in Albania by substantially increasing their own source revenues through the implementation of a market value based immovable property tax on buildings, i.e. ownership units. The planned results of the intervention are: i) Enhanced Property Tax Regulation; ii)Well Prepared Taxpayers; iii) Comprehensive Property Tax Registers; iv) Centralized IT System Deployed; v) Business Processes Implemented.

The main results of the project are as following: - Draft legal framework for market value based property tax prepared and consulted with stakeholders, waiting for Government decision to go ahead with approval. - A centralized Fiscal Cadaster (FC) designed for administration of property appraisal and taxation is developed. - A centralized IT system, the Fiscal Cadaster Information System (FCIS), with functionalities for administration of building taxation under the transitional regulations in force designed with future requirements in mind. - Strengthened skills in property appraisal, communication, and the management of the FCIS in the staff of General Directorate of Property Tax (GDPT) at Ministry of Finance. and economy. - Raised awareness of municipalities and other stakeholders on a reform for the market value based property taxation.
