DESCRIPTION
The project aims to contribute to Moldova’s democratic institutions to be free to continue their trajectory of development and growth in line with national interests and priorities. It will do so by working working towards three main outputs targeting different levels of the political spectrum: Output 1 (contestant level): Improved Oversight of Political Finance, Parties, and Campaigns: by enhancing the regulatory framework and oversight capabilities concerning political finance and party activities, aiming to curb illicit financing and increase transparency. Output 2 (institutional level): Electoral Institutions Made Stronger and More Resilient: against cyber and information threats, ensuring the integrity and security of electoral processes. Output 3 (societal level): Improved Civic Engagement and Inclusivity: by promoting inclusive participation and civic education, fostering a more engaged and informed electorate, increasing women’s political participation, and enhancing the legitimacy and trust in democratic institutions. The project has been developed in response to the 2024 UN Electoral Needs Assessment Mission to the Republic of Moldova, in which it was recommended that UNDP develops an integrated electoral assistance programme for the period of 2024-2028 in collaboration with other UN entities, to complement national programs and strategies. The immediate target groups of the project are the Moldovan Central Election Commission (CEC), students and pupils, women politicians and civil society organisations. The overall target group are the inhabitants of the Republic of Moldova. Contributing to the UNSCDF for Moldova, the project is tailored to lead to a “more accountable and transparent human rights-based and gender-responsive governance” and seeks to empower all people of Moldova, in particular most vulnerable and marginalised, to exercise their human rights and participate in civic life, governance and decision-making processes.
