DESCRIPTION
The project will provide unconditional cash transfers (UCTs) to microfinance clients residing in Burundi's poorest province, Kirundo, aiming to increase investments, business growth, job creation and improved living standards. The project's hypothesis of change is that providing UCTs to individuals who have prior microfinance experience and who have received training in money management, market understanding and entrepreneurship are more likely to put the funds to productive use, such as investing to scale their businesses and increase their income. Additionally, the UCT amount will be of a considerable size, so that it not only alleviates short-term consumption needs, but will be spent on long-term investments. To ensure secure fund distribution, our partner organization HFM Burundi will utilize their existing infrastructure, employing rigorous digital and in-person validation methods to ensure that the money reaches its intended target population. The team at HMF Norway will employ its digital monitoring infrastructure to ensure good governance and transparency. Moreover, the Development Learning Lab (DLL) at Chr. Michelsen Institute (CMI), the Norwegian School of Economics (NHH) and the University in Bergen (UiB) will assess the project's impact and outcome, and conduct research to benefit the wider development community. Spanning five years, the first year will focus on capacity building at HFM Burundi by strengthening its operational capabilities and digital infrastructure. Creating awareness and fostering understanding in the province regarding the project's objectives and the source of the funding will be vital. DLL will adapt their project assessment frameworks to the local context and calibrate the UCT amount allotted to each recipient. In the subsequent four years, the HFM Burundi will distribute the funds on the ground, whilst HMF Norway provides project management and monitoring, and DLL will collect insights and conduct their assessment.
