General
In accordance with the CHF 2nd Standard Allocation Strategy of 2018, the HRP 2018-2021 Strategic Objective 1:Save lives in the areas of highest need, and FSAC Outcome 1.3: IDP, returnee, refugee and non-displaced women, men and children of all ages with a minimum household food consumption score above 42.5, Cordaid proposes to provide timely cash for food assistance to 1290 drought affected families (8591 individuals) in hard to reach Tarinkot district in Uruzgan . Uruzgan, one of the least developed provinces of Afghanistan but due to its geographic strategic importance to both the Government of Afghanistan (GoA) and Opposition Forces (OF), fighting has been on-going since 2016, causing (multiple) displacements in the province and the OF controlling and consequently preventing access to irrigation sources, which has stressed the agricultural sector, the main source of livelihoods in the province, even before the drought. The situation has been further compounded by the drought, when the water table in the wells in Tarinkot had gone down to 40 meters from 20-25 meters and the accessible sources of water for irrigation have been reduced with 50% of springs dried up and water in the river crossing Tarinkot down by 70%.
Objectives
The proposed intervention has been designed based on gaps and needs identified by FSAC. In response to the immediate food needs of drought affected people, Cordaid together with its local implementing partner Rural Rehabilitation Association Afghanistan (RRAA) will distribute cash for food, based on FSAC guidelines. In view of Cordaid’s commitment to the 'Grand Bargain, localization is high on its agenda and as such Cordaid is working through local implementing partners and strengthening their capacity through tailor made specific trainings and provision of funds. RRAA will implement the project while Cordaid will mentor the partner and coordinate the response. Cordaid will support and strengthen the partner's implementation, coordination, monitoring and reporting with the aim to improve quality outcomes for beneficiaries. Cordaid will contribute some US$ 61,800 from a private donor to the project towards helping more people in the proposed area of intervention.
