A violence free society where women are empowered to participate in nation building • A Peaceful, diverse society that promotes good governance and the rule of law • A peaceful and stable South Sudan with transparent and sustainable resource management for the benefit of all citizens
General
The strategic partnership program focuses on 3 topics in South Sudan: Inclusive and Engendered Peace, Security and Access to Justice, and Extractives. / Increased political instability led to a new crisis in July 2016 and has aggravated since. Previously relatively secure states have become conflict hotspots. Trust in the government has broken down. Socio-economic impacts include famine and the outbreak of diseases. Government staff salaries are not paid, encouraging corruption. The economy is suffering: oil revenue is dropping, prices are skyrocketing, and agricultural production is in decline. The space for civil society is increasingly constrained. (I)NGOs are facing restrictions and local activists are severely hampered in their work, and at times their lives are on the line. This context forces the program to take more modest steps in order to still be able to work with government actors. / The engendered peace trajectory strengthens local and national CSOs to campaign for the eradication of GBV. Awareness is created with security sector actors, traditional and religious leaders on GBV and on the importance of involving women in decision-making. Given the stagnating peace process, partners particularly advocate for the implementation of the NAP 1325 as well as the recently ratified Maputo Protocol by the South Sudanese government. / The security and justice trajectory helps citizens to analyze and discuss their security and justice concerns at local level and create awareness of their rights and duties as well as those of security and justice providers. At the local level the program focuses on the army, police and traditional and formal court. Community action plans are developed and coalitions for joint action set up. Community representatives are trained in monitoring, documentation, and reporting of human rights violations. Their reports are shared with the Human Rights Commission and other actors. / The extractives trajectory will inform communities about the effects of oil exploitation on health and agriculture. We will support communities to advocate at the local and national levels for a strict law to prevent environmental damage caused by the inadequate disposal of chemicals by oil companies. The program monitors complaints on the oil spills and reports these to governmental actors. Local community leaders are trained on how to strategically engage in dialogue with relevant actors. The program also advocates for transparency about oil revenue by facilitating dialogues between community representatives and MPs, the Ministry of Finance and the Ministry of Petroleum

(Engendered Peace): CSOs, women and youth have been enaging various political parties and CSOs in meetings urging the inclusion of women in the peace committees formed by the preseident to resolve the community crisis arising as a result of cattle raiding, tribal clashes, land desputes in Sherikat. One meeting was held with the Female Vice president and one meeting with the political parties beareu Female wing. In Q3, the women peace mediators conducted community dialogue to 41 ppt, and they organized collabration meeting to 17 women peace mediator. The CCORPS had a meeting with the female vice president on Maputo protocal and full scale implementation of the 35% quota. EVE organised a meeting to with the CSOs, women, government officials and foreign delegates to discus and push for the implementation of the 35% Affirmative action. In Q3, CEPO organised two (2) consulative proceses that brought together the CSOs, women representatives to push for the implementation of the 35% quota to women. The consulatative process targeted the Political parties and the R-TGoNU to implement the 35% quota. / (Security and Access to Justice): One meeting held with the parliamentary women caucus to push for the implementation of the 35% Afirmative action.Continous engagement of comunities in dialogues on peacefull coexistence in Ayaci, magwi and Abara organised by STWN. SSLS facilitated a Community Alternative Dispute Resolution (ADR) Session to resolve a dispute between 5 sons fighting for property of their deceased father JPC organised comunity engagement in Jur River on the issue of cattle raiding and community land disputes. (Inclusive and engendered peace): (Q4) The community task force that was created in Imatong state comprising of men alone called Adams group. they hold advocacy meetings with the local government authorities. They turned up for the GBV training with the traditional leaders and reported their activities. They document and report GBV Cases to relevant authorities in Imatong State. / Community taskforce for Gudele 9 in Juba has conducted mass awareness raising on impact of SGBV in the community and now the community is aware of impacts of GBV to our young girls and women. / There were concerns that the traditional leaders tend to be biased against women, issuing unjust sentences. As such the women called upon the increment in the number of women representatives at local government level. / We have currently 20 women actively involved in decision making processes in Gbudue and Imatong State. This is the first time we are witnessing this increase in number of women involved in decision making process. / The local government in Yambio Gbudue state and Torit accepted that women should be supported in their initiatives as they have proved to be effective in peace making. The local government is planning to conduct elections for chiefs and they are considering getting at least 35% female representation and educated ones. / (Q2) Community has become more aware of the importance of women in decision making processes and have expressed acceptance of women’s role in peace building initiatives and called for the enforcement of all strategies on women’s role in peace and security. Some individuals also called for the implementation of South Sudan NAP on UNSCR 1325 and implementation of the Maputo protocol that protects Women’s Human Rights. However, the current insecurity concerns in the country especially in many counties out of Juba has stalled much of the implementation. / The community taskforces formed are conducting community dialogues in different localities. They act drama and sketches conveying messages on GBV. Through this, the community has become more aware of the urgent need to reduce GBV / (Q1) A community taskforce composed of different actors was formed and a number of meetings held with the communities. Bentiu community is seeking a meeting with the state health department and the owners of the oil companies to discuss compensation and demand medical coverage for the affected people. Community Leaders and County Authorities have agreed to work together for the benefit of the community. The community demands dialogue with government at national level to be facilitated by UNYDA. A contact has been established between UNYDA’s staff and the local authority in Melut while in Bentiu, the Office of the Commissioner is being used as focal point between the Local Authority and AMA. / Local authorities have started consultations on how to channel grievances received from the community to higher level authorities in states. However, the current state of affairs in the country constraints the effort of local authorities to have a positive response from the state government coupled with the fact that issues concerning oil companies are supposed to be addressed by the national government that has direct links with the oil operating companies in the Country. ; Interventions carried out hereby AMA and UNYDA have helped to notify the county local authorities about the dangers the local communities are facing as a result of oil spills. The UNSCR 1325 has been revamped in South Sudan already, CSOs are already Lobbying the government for its full implementation. In Imatong State the state Government developed gender sensitive policies interlinking the customary laws to the existing national framework. The state ministry of gender agreed to launch the end child marriage campaign together with the GBV coalition. SPLA and SPLM-IO agreed to lead a joint campaign on women representation in organized forces. / The parties to the agreement both the IO and Government committed to ending CRSV (Conflict related to Sexual Violence). This is being observed to a greater extend by the parties in Imatong state. The status of Wau and other states is still being assesed by the Civil Society in those states. (Engendered Peace): There were two (2) peace building proceses: one dialogue between the Women leaders and the CSOs to advocate for the 35% implementation and also demanding for the withdrawl of the consititutional posts that are meant for women but currently occupied by men. Press conference calling for implementation of 35% provision in the R-ARCISS. CCORPS engaged the female vice president on Maputo Protocol. The women and the youth groups presented a petition calling for the allocation of position to women as documented in the R-ARCSS and the engagement with the Ministry of Gender child and social wellfare. The engagement with the Female vice president, and the meeting with the politcal parties beareu to push for the implementation of the 35% quota. / (Security and Access to Justice): One meeting held with the political parties to review their political manifesto and to push for the implemenation of the 35% affirmative action for women. This led to the appointment of the 8 female ministers in South Sudan.The Women mediators committee engaged with the authroities to lobby for inclusion of women in the peace process.
