CONTEXT ANALYSIS: Bolivia is classified as a low-middle income country; ranked 113 out of 187 countries in the Human Development Index and 97 out of 149 in the Gender Inequality lndex. Sale of natural gas accounts for a significant percentage of its national GDP. Bolivia has the largest proportion of indigenous people in Latin America. President Evo Morales, elected in 2006, was re-elected in 2014. The media landscape is polarised and dynamic. Bolivia is ranked 91st in the 2015 Freedom of the Press Index by Freedom House. There is growing concern over the expansion of state-owned channels and conversion of public media into a "proselytising force" for the president. Permanent tension exists between the press and the government. Violence against journalists has decreased but self-censorship is rampant. Press freedom is more tenuous after the Law Against Racism and All Forms of Discrimination passed in 2010, which includes sanctions for publishing information deemed as racist or discriminatory. The journalism profession is seen poorly by the general public. The country is currently experiencing a severe economic crisis caused by the fall in oil, minerals and soya prices. Corruption and rising unemployment are rampant. In early 2016, a constitutional referendum to amend the constitution to allow the president to run for a third term was defeated. The government blamed this defeat on a group of journalists it calls the “cartel of lies”. PROBLEM ANALYSIS: Bolivia is currently ranked 97th of 180 countries in press freedom. Although freedom of expression and the press are guaranteed under the National Constitution and Press Law, these freedoms are restricted because journalists are considered enemies of the state. The recent cases of prosecution of prominent journalists confirms that these freedoms are fragile and that the judiciary system has an extreme dependence on the executive. The campaign promoted by the government against what it calls the “cartel of lies” signals further intolerance and threats to human rights and freedom of expression. At present, most media disseminate information not critical to the government for fear of reprisals and retaliation. The government often punishes media who report corruption or mismanagement by cutting off state-funded advertising revenue or subjecting media houses to lengthy financial audits. Self-censorship is common among print and radio media out of fear that the government will not to renew their operating licenses. As most media in Bolivia are small and heavily dependent on government-funding advertising, much of their programming is foreign and designed to attract audiences not critical of the government. The quality of the broadcast news is very low and media are polarised between those who are pro-government and those with a critical view. In this context, the vital role of trained professionals who are committed to the values and principles of journalism takes on even further importance. The shortage of trained and qualified professionals to develop a democratic and civic culture is evident as journalists focus more on sensationalism than on fact-based reporting and do not respect the ethical principles of journalism. The Access to Information Law is likely to be approved this year, which will put pressure on open data laws, but citizens and journalists are mostly unaware of the impact it can have on their work and unsure of the legal framework within which it exists. The capabilities of Bolivian journalists are very limited and there is a lack of sufficient quality journalism training in the country. This can be seen almost daily in the media and is one of the reasons why the government continually accuses the media of lying. The media and journalists have lost credibility and the independent journalist association has limited ability to improve this negative perception. Given the climate of government-sponsored reprisals, the journalist profession has weakened considerably. There is a lack of specialisation courses and many reporters are poorly prepared to cover topics of national importance, such as health, finance, extractive industries, development and transparency. Bolivia also has the highest rate of gender-based violence in the region, but there is little, if any, attention paid to these issues in the media. Investigative skills and journalism ethics are unknown to the average journalist. Community-based media often do not possess the skills and knowledge to produce quality news and information, in line with ethical standards. Platforms for citizen participation and engagement are next to non-existent.
General
EJC has been collaborating with partners, Fundacion para el Periodismo (FPP) and the Asociacion de Periodistas de La Paz (APLP) since 2011 through MFSII. Key accomplishments include: increasing the quality and quantity of accountability journalism; successfully lobbying in support of the Freedom of Information Act as it was being developed and debated in the legislature; embedding media literacy in the national secondary school curriculum through lobbying and partnership with the Ministry of Education, creation of the first-ever accredited master's level journalism degree; increasing the positive perception of the journalism profession among youth and citizens by embedding practical journalist elements and activities into the national university communications curricula; and, establishing a network citizen journalism newspapers and engagement platform.
Objectives
STRATEGY FOR L&A: EJC will partner with FPP and APLP -key local media and press freedom organisations- as well as practitioners and educators to: Support increased government accountability and transparency; Empower youth to become engaged citizens and empower citizens to increase engagement in the democratic process; Improve quality and perception of journalists and decrease journalistic self-censorship. This will be accomplished through: lobbying key ministries (Education, Communication) to expand media literacy curricula; lobbying the national government to implement the Freedom of Information Law, strengthen open data, cyber-security and journalism safety policies; developing digital platforms encouraging inclusion of previously excluded voices in the media landscape (citizen journalists, indigenous people, women, youth); supporting on-going efforts to improve journalist training and capacity; and advocating on behalf of journalists by raising awareness within the international community about press freedom infractions and shrinking space in Bolivia. STRATEGY FOR CAPACITY DEVELOPMENT FOR L&A: Strategy for capacity development for L&A of its partners will focus on the following key themes: Support and improve journalists' role as civil society watchdogs by increasing their capacity to produce high quality investigative and accountability reporting and reporting of other neglected social issues, such as gender-based violence; Strengthen the capacity of media to interact and strategically network with CSOs; Improve ability of media and citizen journalists to use data and innovative digital tools platforms in accountability journalism; Build capacity of partners to monitor and push back against self-censorship, advocate for full implementation of the Freedom of Information Law and journalism safety policies; Increase the scope and breadth of media literacy programs for teachers and youth through lobbying and advocacy with key ministries and the national university system. GENDER EQUALITY will be approached through two kinds of interventions: Increasing awareness among BP organisations of the necessity of instituting gender policies and exploration of a developing a formal gender policy in order to ensure that current hiring practices, communications and all in-house materials/resources reflect gender sensitivity; Gender mainstreaming will be reflected in content production during capacity building on all levels: speakers, experts, sources of information and topics on gender will be highlighted and utilised in all interventions including small grants TORs programs. Specific safety/security situation of female journalist will also be focused on. SAFETY ASPECTS be addressed through three kinds of interventions: Safety and security measures (physical and cyber) will be mainstreamed into internal policies as well as external capacity building training materials; Safety/security matters will be monitored regularly and reported to domestic and international audiences; Safety/Security resources will be produced and made available to Bolivian journalists.

Accountability: Media hold power-holders to account and are accountable to their public
INDICATOR
Bolivian journalists regularly produce investigative journalism reportages that have positive society impacts and hold political leaders. Media practitioners are committed to serving the public interest with the proper accountability, inclusiveness, participation and act as watchdogs through in-depth reportage production and other accountability formats which are tracked and measured for impact. FPP indirectly supports increased accountability though courses and curricula aimed at improving overall journalist standards and ethics.
2016: An Accountability Journalism Fund managed by FPP was established in August with the first five local media outlet recipients selected by an international oversight panel. They will produce reportages of socio-economic and developmental importance to citizens, the impact of which will be monitored and measured. FPP implemented a nationwide competitive non-fiction writing scholarship in September. The recipient will be part of select group of journalists that will be mentored by the Carey Institute for publication of non-fiction material on a pressing socio-economic/ development issue, in this case gender equality with accompanying campaign. FPP's competitive Accountability Journalism Fund resulted in a total of five media outlets producing/broadcasting a total of 6 investigative journalism reportages focused on pressing development issues in the country. A Bolivian journalist participated in the Carey Institutes non-fiction mentoring programme. The candidate is now in process of producing her work on violence against women for publication. 2017: FPP competitive Accountability Fund resulted in a total of eight media outlets, selected in March, as recipients of the second round. The reportages will focus on pressing development issues in the country. The fund promotes media outlets to establish their own in-house investigative and research units inside their newsrooms. In quarter 2 Spotlight II round, eight media outlets continued accountability reportage production toward finalisation for publication/broadcast. Spotlight III round publicly announced which focuses solely on gender issues. A call for applications for the Carey Institute non-fiction mentoring programme was announced with many applications from Bolivia reviewed by FPP. APLP began the adaptation of space for APLP Radio (central control and the production room). The station will be a platform for citizens to discuss and debate issues impacting the country. In Q2 May 3 the radio started broadcasting 24 hours a day, 7 days a week. The premiere radio programme is Ágora, a dialogue with interviews on topical issues of interest to society. In Q2 eight one-hour programmes of "Ágora" have been broadcast live addressing issues of national and current interest, among the topics discussed are: freedom of expression in Bolivia, wage increase, citizen security, free affiliation in health, human rights, legislation on abortion, freedom of expression in Latin America, new information and communication technologies in freedom of expression, communication research and journalism news. A second programme produced The "Miradas" is a series of in-depth interviews on issues of journalism and national media landscape. Further 30 minute programmes that air Monday-Friday focus on freedom of expression in Latin America. FPP’s competitive Accountability Journalism Fund round 2 resulted in 8 reportages published by six media. Among them “El Diario” of La Paz with "Children of femicide: The road to prevention", “El País” of Tarija with "Caraparí, the 'ruins' of a town after the gas boom ", News agency “Fides” (ANF) with "Retardation of justice and impunity in the processes for femicide in Bolivia”. Primera Plana, FPP’s university journalism competition, resulted in four stories published on gender violence, human trafficking, environmental disaster and the disappearance of journalist Cristian Mariscal. Q4: One Bolivian journalist was selected to take part in the Carey Institute non-fiction mentoring programme. With this support, he will produce documentaries – one about people with intellectual disabilities and the difficulties and severe mistreatment they face from a society that chooses to exclude and forget them. The other is a series of documentaries that documents jails overcrowding in Bolivia. Spotlight III round publicly announced which focuses solely on gender issues. Four media will be supported. Topics: child marriage, missing women, sexual violence against children and adolescents, political violence against women. 2018 Q1: Investigation projects of four media take part in the Spotlight IV Fund for Journalistic Research in Media. The fourth version of this fund did not determine a particular topic, It let the participants propose new themes. The Selection Committee were integrated by the Chairman of FPP; the Executive Director of FPP; EJC Representative; a gender specialist and a representative School of Journalism from the University of Columbia in New York and a representative from the Master's in Journalism from the University of San Andrés and the daily Clarín from Buenos Aires. The selection was made through emails and scores. FPP received 13 applications of nine different media. Nine reports will be prepared in the next quarter. The Spotlight Fund is known throughout the country and is recognised as an efficient support for research and a fundamental contribution to the qualification of the structure and quality of the media. Q2: FPP’s accountability journalism fund ‘Spotlight’ launched Round IV during the reporting period. A total of 10 Investigative projects were awarded to independent media across Bolivia. Two media outlets, Página Siete and ANF, have consolidated research “Spotlight” units within their newsrooms.   Season 2 of FPP’s investigative journalism reality television show “Primera Plana” official call for participation took place in April and invitations were sent to 28 Universities. Applications were reviewed and analysed for participation by the Primera Plana Jury. The competition is due to be filmed in August.   APLP Radio achieved a significant increase in audience during the reporting period especially via Facebook Live. During Q2, 76 interviews were conducted holding decision-makers and power-brokers to account on issues including decriminalisation of abortion, corruption, social protest movements, economic development, political movements. access to information, elections in Latin America, and the right to self-defense. Q3: Spotlight Fund round IV: A total of nine investigative projects by eight media were published during Q3. One will be published in October. Spotlight Fund round V: The Spotlight Jury members reviewed over 20 applications and awarded six story teams from four media outlets during their participation also in the Primera Plana Jury. Primera Plana was filmed during the week of 21 August in Tarija and included four university investigative team reportages that were published/broadcast on themes around local corruption, gender issues and the environment. APLP Radio is focused on thematic broadcast topics around politics on the South American continent. The most widely shared was on the number of Venezuelan exiles in Bolivia which reached 4902 people on Facebook. APLP daily ‘breakfast” program: Voice of Freedom has seen its audience engagement increase during Q3. Q4: FPP - Spotlight Fund Round V: During Q4 a number of reportages were published in Bolivian independent by recipients of Fond Spotlight. APLP Radio Online programming included during the reporting period: 1.Voice of Freedom Journal. a journalistic space to comment on the current news agenda, with emphasis on issues related to freedom of expression. It has one or more guests, who have absolute freedom to comment. 2. Chronicles of La Paz. It is a programme oriented to gender policies, with interviews on defense of women's rights, fight against violence against women and human trafficking and trafficking, among other issues. 3. Agora. A programme with interviewees on current issues 4. Green Wave. Programme on ecology and environment. Deforestation, use of agrotoxins, biodiesel and other topics related to this field. 5. Press conference. Interviews with journalists support freedom of expression. q2: Bolivia Verifica, FPP’s nationwide fact-checking program, officially launched on 1 June to provide accountability of speeches, statements and other communications made by candidates (and media) in the run-up to the October presidential elections. During the Q2 reporting period, the Verifica observatory verified 72 pieces in social networks, between disinformation and discourses related to political actors ahead of the presidential elections of October 20, 2019. Spotlight VI: A total of nine journalism projects were selected by the FPP international jury during this reporting period. Topics included: 1. Opinion - Judgments that are not met and crime continues unpunished 9. Correo del Sur - Establishment of gas pipelines in populated areas. The tragedy of Villamontes in 2018 Spotlight VII: 17 proposals received were received and reviewed by the FPP international jury with eight investigative journalism projects selected. APLP Radio Online continues its programming (see Q1&Q2). Q3: Spotlight VI stories were published. For Spotlight VII fund, 18 applications were received from different media in the country. Q4: Spotlight VII During the months of October and November, Bolivia experienced a serious political crisis. Therefore, journalists faced a series of difficulties in coverage. The situation forced the media to reorganise their work postponing field work. For that reason, many of the participating media had to postpone the publication of the investigative reports. Newspaper Los Tiempos published the report "Political exiles and their desire to return from Evo's resignation" on Sunday, December 8. Página Siete published the report "Cocaleros yungueños rethink having opted for monoculture" on Thursday, December 12. La Region presented the special "Freshwater Defenders" on Sunday December 15 in a microportal specially designed for this work. The report presented by Daniel Bedoya entitled “The price of violence” was broadcast on the Abya Yala channel on Sunday December 15, it was reprised on Sunday 22. The report "Cachimayu, the forgotten people" was published in the print edition of Sunday, December 22. The newspaper “El País” of Tarija requested that the publication of the report be made in January, due to the importance of the subject and the repercussions it may have. The special report “Contrabando: La ruta que une a policias, militares y traficantes,” is finished, but the media is looking for a special day to make to publication. “Vida digna hasta la muerte”. The newspaper “Página Siete” requested that the pending publications be made in January, due to the importance of the issues and the repercussions they may generate. FPP: The Bolivia Verifica team has stopped working with students. This initiative now works with professional journalists. In November, APLP Radio Online reached an all-time high in audience by reaching 2.2 million people and 2.4 million people interactions with its publications. 2020 Q1: The coronavirus crisis poses serious challenges to APLP Radio Online, which from now on will have to redesign the work of its journalists and interns, in addition to studio interviews and informative contacts. This new plan, which is being adjusted these days, contemplates the possibility of remote work and journalistic coverage that does not put journalists or interns at risk of contagion. This new way of working will have as its central objective the health care of journalists and interns, to prevent them from putting their lives at risk due to the spread of the coronavirus. Capacity development for an enabling environment: CSOs are capable to support and defend the enabling environment for Media as a condition for lobby & advocacy.

FPP successfully utilises L&A to enshrine and maintain media literacy into the national curriculum through direct L&A efforts with Bolivian government ministries. Media literate citizens act as a successful check and balance of citizens on political and business elites. Youth become sophisticated media consumers and participate in political and social life. Challenge is general underfunding of the nationwide school system. APLP’s main focus is to implement L&A work related to PF, FOI, and journalist safety. They are the primary PF organisation in the country. FPP is an indirect supporter of advocacy work by improving skills and overall capacity of journalists around the country, developing courses and forums related to PF, FOIA topics (investigative reporting, data journalism, etc.) and maintaining a platform and advocacy space where it plays more subtle, diplomatic role in improving the overall perception of the media and journalism though its MoU with the Ministry of Education to expand media literacy curriculum within the secondary school system. Q4: The Ministry of Education has indicated that the contest "Journalist for a Day” and “The Interview of my Dreams" will be part of the official activities of the language subject in secondary school. APLP focused its expansion of APLP Radio programming and has increased the number of professional journalists that contribute.
2016: FPP continues L&A efforts as part of Nationwide Bolivia Ministry of Education sanctioned media literacy curriculum toward embedding into national curriculum. Memorandum of Understanding between FPP and the Ministry of Education drafted. 2017: FPP signed an official five-year MoU between themselves and the Bolivia Ministry of Eduction as part of a cooperation to to embed media literacy into the national curriculum. Implementation of the MoU continued through Q2and Q3. FPP signed a new agreement with the La Paz Mayor’s office to promote the Observatory La Paz Cómo Vamos. APLP radio gives press freedom CSOs a platform through weekly live panel programming. Q4: The Ministry of Education has indicated that the contest "Journalist for a Day” and “The Interview of my Dreams" will be part of the official activities of the language subject in secondary school. 2018 Q1: FPP continues to embed safety/security into all their workshops with newer elements focusing on digital and cyber security. The website of APLP was hacked on several occasions in 2018. APLP has moved its online activities to a more secure hosting company for its website and regularly updates its digital security. Q4: APLP: Citizen Action for Access to Information (ACAI) programme The ACAI project is an initiative that launched in Q4 and seeks to open the way for citizens to be aware of the importance of access to information. The purpose is to encourage transparency in the management of public resources. The objectives including lobbying the government in order to promote access to information through training activities for citizens and public officials, to accompany procurement and execution of high-cost goods and services, dissemination of specialized information and promotion of public policies to promote access to information. A first training module for university students and journalist was designed with implementation of 3 seminars entitled "Update for journalists in Access to Information” in La Paz, Cochabamba, Santa Cruz, a total of 60 people participated during Q4. FPP: The reality show "Primera Plana" was broadcast from September 22 to December 22, 12 episodes, the last two were reprised. There is a great interest in universities for this show. Most universities that have communication and journalism careers have already expressed their intention to participate in the next version. Winning team travelled to Buenos Aires where they participated in workshops at the Clarín Journalism Master and in the newspaper. The winners of the second place travelled to Santa Cruz to participate in the Journalism Conference organised by Banco Bisa. They also carried out a four-day internship in the newspaper Página Siete de La Paz. The third place did an internship in the ATB network. 2019 Q1: FPP initiated and now leads a coalition which supports the Fake News and Disinformation Initiative - Bolivia Verifica. It is a consortium of local media, civil society organisations and partners including the EJC, the British Embassy, and the Thomson Foundation. An agreement was signed with Chequeado, Argentina’s leading fact-check organisation, which will transfer their successful methodology and train the staff of Bolivia Verifica. Currently, alliances have been established with a total 14 media and three CSOs that will support the project. APLP began officially collaborating with Radio San Gabriel (FM), Asociación Nacional de Periodistas de Bolivia, Comunidad de Derechos Humanos de Bolivia, which will broadcast programming from APLP Radio Online. Q2: The collaboration between APLP and Radio San Gabriel (FM), Asociación Nacional de Periodistas de Bolivia and Comunidad de Derechos Humanos de Bolivia continues. Q3:A workshop on "Information Literacy: A proposal to detect false content on the Internet" was held in the 9 capital cities of the country. The workshops were aimed at teachers in the area of Communication and Language. The workshop were conducted in coordination with the Directorate of Secondary Education of the Ministry of Education, through the Departmental Directorates of Education of each city who appointed a person in charge of the call to participants and the provision of a classroom. The Interview of My Dreams competition: 90 applications were received. Interviews have commenced. Forum – Debate “Fake news and misinformation in the Latin American electoral processes of the twentieth century”, July 17. 222 people attended. The event was implemented in collaboration with several partner organizations: Embassy of the United States, The Swedish embassy, Chequeado, ATB Network. Q4: Media Literacy: The workshops "Information Literacy: A proposal to detect false content on the Internet" were held in the 9 capital cities of the country in Q4. The workshops were aimed for teachers of Language. It look to motivate them to meet and talk with personalities and raising interviews that contribute to the knowledge and strengthening of society and democratic values. 90 applications were received. 10 interviews were done. Workshop: Journalism and Elections (Sucre, December 5, 6 -20 Participants Panel: Risks in Journalistic Coverage in Crisis Situations (La Paz, December 13) – 68 participants. 2020 Q2: FPP held an online workshop 2 (23 and 24 July) for 63 teachers by Colombian journalist Ana Maria Velásquez: Cyberbullying in schools: How to act and protect students? The "`Interview of my dreams" contest is underway. FPP launched the call last July to receive proposals or interview projects. The programme will conclude in November.

Capacity Development in Lobby & Advocacy: Media developed the skills to work as change catalysts in Lobby and Advocacy.
Both APLP and FPP agree that skills and training of journalists and media workers is still very poor in the country, but this is slowly changing thanks to FPP’s work and increasing #’s of journalists participating in its courses. Both concur that the majority of journalists are unaware of laws and norms related to FOIA and have limited understanding of how best to use social media platforms. While interaction among CSOs and Media is slowly increasing, there are very few examples of joint collaboration to support PF or FOIA.

Nine proposals received, two were awarded the scholarship to journalists Both have participated in this workshop that lasted two weeks and was held between March 5 and 16. An electronic registration form has been developed so that participants in the courses can register online. The master’s degree is 50% attendance, 50% on line, which means that a virtual classroom has been implemented that works very well. FPP has renewed its website. The web site of the media literacy programme “Educamedios” has also been renewed. A profile of FPP has been added to Google. An account has been opened in Instagram. Q2: FPP Media literacy nationwide programme: during Q2, 10 training of trainers workshops for 248 teachers were held in the cities of Oruro, Potosí, Sucre, Tarija, Cochabamba, Santa Cruz, Trinidad and Cobija.   FPP Youth Journalist contest: “The interview of my dreams” and “Journalist for a day”: the call was launched in May. FPP organised a panel: Truth and post-truth in 21st century journalism for approx. 500 people. Panellists: Carlos Mesa, former president of Bolivia, José Andrés Rojo, journalist of El País of Spain, Silvia Fesquet, journalist of Clarín of Buenos Aires, Juan Carlos Salazar, FPP president. Q4: Workshop in media and digital literacy for teacher of teachers The media literacy and information literacy workshop, October 25 and 26, 2018 at the Ministry of Education in La Paz. The workshop was attended by 46 teachers, mostly of the Higher Schools of Teachers. The workshop was repeated by the participants when they returned to their schools, among teacher colleagues. The workshop content reached approximately 1,200 teachers from across Bolivia. Monitoring/evaluation site visits and workshops In order to monitor and evaluate the quality of the implementation of the Media Literacy programme in the classrooms, a team of FPP representatives and film crew visited schools 11-17 November where media literacy pilots are currently being implemented. The visit was coordinated with teachers from Tarija, Cochabamba and Sucre (rural and urban areas).
 Youth journalism contests: Two youth-targeted journalism contests were announced during Q4: “The interview of my dreams” with 28 applications received and the jury selecting 8 finalist proposals and three winners. Stories produced by secondary schools student teams in Sucre and La Paz were published in nationwide independent media. The second, “Journalist for a day” jury received 13 applications. The three best reportages from this contest were awarded and announced on December 20, 2018 and feature students teams from secondary schools in La Paz, El Alto and Sucre reporting on social issues such as femicide, minority rights and substance abuse. In the fourth quarter of 2018, FPP developed the final module of the Master's in Journalism Diploma Programmes: Degree in Media Management was implemented 17 September – 1 December with 13 participants (11 female, 2 male) receiving degrees. Workshops: Workshop on Journalism in the Time of Elections, November 23-24 (21 participants) The reality show "Primera Plana" was broadcast from September 22 to December 22, for a total of 12 episodes on the nationwide ATB network. An audience survey is currently being conducted. The winning university journalism team travelled to Buenos Aires where they participated in workshops at the Clarín Journalism Master and interned at the Clarin newspaper and at the Chequeado fact-checking organization. The second and third place universities had internships at daily independent newspaper Página Siete de La Paz and at ATB TV. 2019 Q1: Preparations for Primera Plana Season 3: 32 universities will be invited to the newest version of the Primera Plana competition. It is expected that at least 22 universities will submit proposals to participate in this new version. Procedures have been initiated with the Gaming Authority of Bolivia to obtain an authorization that guarantees the seriousness and legality of the competition. Contracts have been signed with Enzo Vargas and Tania Franck who will be the producers of the televised version of the competition. An agreement has been reached with ATB to broadcast the competition through this channel ant to work in its studies in La Paz and Cochabamba. An evaluation of the progress of the master's degree has been made to detect its weaknesses and strengths. The objective is to refine the programme to consolidate it as a proposal of academic and advanced quality. The evaluation was carried in two stages. The first one refers to the evaluation of the progress of the master's degree, with interviews to teachers, students and authorities of FPP as well as the University. The second stage is a proposal for the improvement of academic quality, as well as the curricular proposal. During Q1 14 media were trained in the first workshop named “Ética en la era digital: Cobertura electoral y noticias falsas”. FPP trained 35 journalists in the verification of information as well as 12 “verifiers”, who will carry out the verifications in the Fake News Observatory. Two journalists attended the Investigative Journalism workshop organised by the Foundation Nuevo Periodismo Iberoamericano with the School of Journalism of Columbia University in Cartagena, 11-22 March. Q2: Primera Plana: Between 22-29 June, the third season of the reality journalism TV show, ‘Primera Plana’ was filmed in Cochabamba with the participation of 27 students of journalism from nine universities of Bolivia. 32 proposals for participation were received, with a total of nine university teams selected. The filming was made in partnership with the national ATB Network that will also broadcast the programme. Q3:FPP: The broadcast of Primera Plana Season 3 began on August 17 on the ATB national TV network. In total it will air 13 episodes. Workshop “Safety first: how to cover and understand the fire in Chiquitania”. 28 participants. (Universidad NUR, 27-28 Sept). Q4: Primera Plana: The broadcast of the programme began on August 17. The programme has 13 episodes, broadcast from August 17 to November 9. Masters Programme: Digital Journalism: With 19 participants, the second module “Digital Journalism” of the Master in Journalism began on September 23. Degree programme: Writing and Editing News (Cochabamba and Santa Cruz) This programme has 29 people registered. It is taught at the UPAL University of Cochabamba.. In Cochabamba, the classes began on September 5 and concluded on December 22. In Santa Cruz, the classes began on September 16 with 14 journalists enrolled and concluded on December 24. 2020 Q1: On March 12 and 13, conversations were held to define the next version of the reality show "Primera Plana". The However, the filming will not start in July. Maybe in August –September. The Coronavirus pandemic has created uncertainty and therefore it is very difficult to plan production. The call for the "The Interview of My Dreams" contest was held, which is aimed at students between 11 and 14 years old. However, the expected deadlines cannot be met due to the Coronavirus pandemic. For this reason, once the pandemic ends, a new call will be made. The Diploma in Gender Violence, Women's Rights and Journalism started in Santa Cruz the first week of February. This diploma is carried out in alliance with the NUR University of Santa Cruz. It is a blended diploma, 50 of the subjects are done remotely and 50 are practical at the University. So far, three modules have been completed, pending modules four and five. A survey will be carried out to determine if the participants wish to pass classes remotely. A distance course on Covid 19 Health Emergency and Journalism will be presented. This course will consist of four modules that will be held in four different webinars addressing the following topics: 1. Characteristics of the Coronavirus pandemic. 2. Situation of the Bolivian health system. 3. Press coverage and biosecurity for journalists. 4. Strategies to fight the pandemic. With the support of the United Kingdom Embassy, workshops were held from 3 to 8 February in the cities of Santa Cruz, Cochabamba and La Paz. Each workshop lasted two days and was dictated by journalists Paul Harris from Great Britain and Sebastian Aguilar from Mexico. The workshops were divided into two, the first half to discuss personal security and the second half to reflect on digital security. Now FPP’s concern is the biosafety of journalists who remain in the news coverage on a daily basis. For this, a distance course is planned. Q2: FPP - Primera Plana: During February and the first 15 days of March, contacts with institutions and companies were made to film the programme in Cochabamba. A new agreement was reached with ATB for the co-production, an agreement was reached with the Hotel Cochabamba to ensure accommodation and contacts were made with BOA to obtain discounts on tickets. No further progress was made because of COVID-19. FPP conducted an online workshop (20 – 22 July) for 83 journalists by Colombian journalist Ana Maria Velásquez.: Cyberbullying and Digital Privacy: A Guide for Journalists. How to report and what to do if you are a victim? Q3: "Primera Plana” will take place from November 3 to 28 virtually (remotely). The dynamics will be the same as in the live programme. The difference is that the students will not be concentrated in one city, they will interact from their homes. The challenges will refer almost exclusively to the verification of information and the fight against misinformation. The interview of my dreams: A. Objectives: Contribute to a productive secondary education through communication and use of the media as a didactic resource, promoting essential skills in the area of language. B. Description of the activity carried out: The call published on the web invited students between 11 and 14 years to send proposals to interview people who stand out in society. In them, the teams of 2 posed 6 questions that they wanted to ask. In this version, they should be aimed at knowing about the effects and consequences of Covid-19 on people's activities. C. Proposals received: As of June 30, 72 proposals (from all over Bolivia) were received to interview national figures. From them, 11 proposals were selected so that they can interview their selected characters. The FPP managed and coordinated the meeting with them. D. Lessons learned: Being able to carry out the interviews virtually allowed the meeting with the chosen characters. It was motivating for the winners to participate in a virtual awards ceremony. The Diploma in Political Journalism has been concluded with the participation of 44 journalists. Q3: The workshop “Cyberbullying and Digital Privacy: A Guide for Journalists, how to report and what to do if you are a victim?” was held with the Colombian journalist, Ana Maria Velasquez. CSOs utilise the media-enabling environment for L&A. APLP regularly liaises and partners with other press freedom/journalist safety organisations to achieve commons goals in L&A.
2016: All FPP workshops in the reporting period include some form of CSO interaction - Workshops on Investigative/Data Journalism and investigative publication technique included working with CSOs as sources of information and story concepts for practical reportage production. APLP is part of a platform that met regularly with other CSO press freedom/journalist safety organisations (2016). 2017: FPP's competitive accountability journalism fund criteria encourage interaction with local CSOs for sources of information. In In Q2 FPP brought together in two events over 60 participants including former Bolivian president Carlos Mesa, the mayor of La Paz, Natalia Reyes, representatives of the environmental CSO community and other stakeholders to focus on the role the media can play in the environmental crisis/water shortages impacting Bolivia through strengthened interaction with civl society. APLP is collaborating with community radio ERBOL on production of content and transmission of content for APLP Radio. The official launch of APLP Radio in quarter two programming consistently gives a platform and voice to representatives of the CSO community. New agreements have been signed with several universities, including Universidad Mayor de San Andrés, Universidad Nuestra Señora de La Paz and Universidad Andina Simón Bolivar of La Paz, NUR University of Santa Cruz and UPAL of Cochabamba, House of Culture of Tarija, and CSOs including PROCOSI as well as with the United Nations - Habitat to promote the Observatorio La Paz Cómo Vamos. FPP’s Accountability Journalism Fund continues to encourage journalist interaction with gender rights CSOs in reportage production. APLP radio gives press freedom CSOs a platform. Q4: Through Spotlight that FPP continues to encourage journalists to liaise with and work CSOs as sources of info and sources of investigative reportages. 2018 Q2: On Journalists’ Day in Bolivia (10 May), APLP together with the National Association of Journalists and the Federation of Press Workers held a conference on the lack of access to information in the country. APLP is highly integrated into the media development/press freedom CSO community as they are the primary organisation that defends PF in the country. ALPF noted, however, that they needed to strength ties with CSOs outside the traditional media landscape to develop larger-scale multi-stakeholder advocacy campaigns that will have greater impact on policy change. FPP supports this indicator indirectly since their primary focus is not L&A per se. Nevertheless, they have excellent relationships with a range of CSOs (focusing on gender, health, development, etc) that they frequently collaborate with to develop training for media and CSO communication staff.

Gender and Inclusiveness: Media content increasingly is gender-sensitive and reflects social & cultural diversity and participation.
INDICATOR
Citizen journalism content of the media in Bolivia is more diverse and participatory with a focus on gender issues and other under reported topics. Curricula training materials reflect and mainstream gender sensitivity.
2016: 50 local journalists participated in the first ever journalism degree in gender violence and women rights in El Alto in cooperation with the Union of Press Workers of El Alto. 50 local journalists finalise and receive the first ever journalism degree in gender violence and women's rights in El Alto in cooperation with the Union of Press Workers of El Alto. 2017: FPP's Diploma in Writing and Editing News included modules on reporting on gender and diversity. FPP's Accountability Fund “Spotlight” includes application criteria that encourages reportage on gender and diversity and encourages female journalists to apply. Of eight reportage teams funded under Spotlight II, five of eight were lead by women. Spotlight III call for applications was announced and focuses solely on issues of gender. Course leader and capacity building of future FPP teachers selection is gender sensitive. FPP implemented a diploma in Gender Violence, Women's Rights and Journalism during Q3 in Tarija in partnership with Casa de la Cultura “Tarija” and the university Nuestra Señora de La Paz. A total of 36 journalists (26 female/10 male) participated and received diplomas in this topic. FPP continued to develop courses and actions to build capacity and sensitivity of journalists on this topic. FPP’s Accountability Journalism Fund Round 3 emphasised the issue of gender equity, gender violence, inequity in the world of work and salary, pro-gender public policies and their impact as the key criteria for support of journalism projects. Q4: Spotlight III round publicly announced which focuses solely on gender issues. Four media will be supported. Topics: child marriage, missing women, sexual violence against children and adolescents, political violence against women. 2018: Q1 Preparation for The Diploma (degree) in Gender Violence, Women's Rights and Journalism is going to be implemented in Trinidad in April. The programme has a blended methodology, so that 60% of theory diffuses from a distance. Q2: FPP’s Diploma (degree) in Gender Violence, Women's Rights and Journalism is in final preparation for implementation in regional Bolivian cities in July. Components of the curriculum are also being prepared specifically for distance learning sessions.   APLP’s online all-digital Radio continues to broadcast a weekly programme "Paceñas Cronicle", focused on gender issues and moderated by journalist Roxana Selum. Q3: The Diploma in Gender Violence, Women's Rights and Journalism was implemented in Trinidad, from 16 July 16 to 22 September. The issue of gender equity is cross-cut and the fight against gender violence is a core component of all FPP programmes. Primera Plana Season 2 reality investigative journalism competition requires teams to report on gender violence. Q4: Gender equity and reporting gender issues are embedded in all FPP programs including reported topics that students who participate in the Primera Plana journalism competition, contained within the terms of reference of all grants programs such as Fundo Spotlight and in diploma/masters programming. FPP has developed a specific diploma degree program Gender Violence, Women's Rights and Journalism that is run regularly and was recently implemented in Trinidad. 2019 Q1: FPP continues to focus one of its key principles to push back on discrimination against women and gender violence. In this framework, all FPP programmes have as a cross-cutting gender element: accountability journalism fund that encourages female journalists to apply and all applicants to consider reporting on issues of gender, and Primera Plana, a university journalism student reality TV show competition ensures all applicant teams have at least one female participant. APLP Online Radio has a regular programming on gender: Chronicles of La Paz, oriented to gender policies, with interviews on defense of women's rights, fight against violence against women and human trafficking and trafficking, among other issues. Q2: Bolivia continues to be one of the countries with the greatest inequality and gender violence in Latin America (30 percent increase in femicide cases at this time in 2018). In continued response, FPP has as one of its principles to push back on discrimination against women and gender violence. In this framework, all FPP programmes—investigative fund application processes, participation requirements for Primera Plana reality journalism competition--include a cross-cutting gender element. FPP itself continues to maintain a well-defined gender policy. The first two modules were carried out in a 50% face-to-face and 50% distance learning. The last three modules were carried out 100% remotely due to COVID-19. 21 journalists participated. Q3: For the past six years FPP has been developing a series of activities aimed at making journalists aware of the need to report from an equity perspective. The objective is to achieve coverage that helps to undo gender violence. The Diploma in Gender Violence, Women's Rights and Journalism has been given 11 times since it was implemented. It is the most successful programme FPP has done with the support of the EJC.

Sustainability development: Media increasingly operate as efficient and self-sustaining organisations.

FPP and APLP have long-term strategic business plans which include diversified funding and membership, a variety of sources of income generation, and takes into account legal threats and responses related to new legislation which targets independent CSO actors and their funding sources.
2016: Planning and Development of 2017 business plan continues; Strategy taking into account the new “Act on NGOs and Foundations’; Roundtable New Media New Audiences - 178 media professionals participate in a panel discussing sustainability options in a fast changing digital media landscape. Strategy continues to take into account the impact of the “Act on NGOs and Foundations". 2017: A training for future FPP trainers was conducted for 12 journalists (7 female/5male) as part of their preparation as FPP Master in Journalism teachers (22-24 March 2017). In addition the 2 local journalists who attended the investigative journalism at FNPI are also prepared to be part of FPP regular faculty. FPP confirmed funding from a private foundation, which will support the youth journalism competitions. In quarter two FPP began planning and development of 2018 business plan. APLP focused its expansion of APLP Radio programming on increasing the number of professional journalists that contribute. Discussions with FPP to hire a parttime sustainability officer in 2018 to focus on fundraising and sponsorship opportunities. 2018: Q1 NEW APLP RADIO: The reorganisation of the radio began with an informative magazine that is broadcast every morning from Monday to Friday from ten to twelve and in the afternoon the special interview programs with the participation of three journalists and a group of three interns. A coordinator was appointed and was assigned the task of handling the contents for the website and the journalistic treatment of the news magazine called "Voice in freedom". Two journalists cover the streets of the most important news in the field of politics, society and economy with daily dispatches from the place where information is generated, there are telephone connections with information sources. Since mid-March, we have a three-hour space of the best of APLP Radio in Amalia Pando radio on-line radio lobbying, is part of a mutual cooperation agreement for the diffusion to another type of public that follows this station in several countries and within Bolivia too. FPP is looking for a security expert who can implement a couple of workshops with journalists.
 FPP is aware of the need for journalists to implement better and greater personal security systems and networks. A security workshop for journalists is being prepared as well as techniques and methods to recognise false news. Q2: FPP’s nationwide Media Literacy programme, made further strides in its goal of long-term sustainability through further agreements with the Ministry of Education as the curriculum developed by FPP becomes embedded into the national school curricula. FPP continues to toward its objective of a sustainable Master's Degree program as new tuition fee rates were implemented. FPP’s Primera Plana reality TV is focusing on elements of sustainability in Season 2 through the sale of advertising on the television channel that broadcasts the programme. FPP hired an advertising and marketing representative in Q2 to specifically focus on this element of sustainability. The local Banco Bisa and the VIVA Foundation were recently confirmed as sponsors of the reality show.   FPP continued its efforts in Q2, making concrete strides towards becoming an accredited institute of higher education.   APLP Online Radio began preparing its first business plan in order to incorporate other funders, sponsorships and provide training in radio journalism in digital media. Q3: Media Literacy: the goal is to ensure that the programme is embedded long-term into the school curricula, thus ensuring its long-term sustainability. Continued direct advocacy by FPP with the Ministry of Education is a key ingredient toward achieving this long-term sustainability goal. Master's Degree: the objective is to consolidate the programme so that journalists register in the programme and begin contributing toward their tuition fees. Primera Plana: on-going strategic discussions focused on the TV show’s self-sustainability through the sale of advertising on ATB, and potentially other networks that broadcast Primera Plana. FPP hired a dedicated representative to kick-start a marketing strategy for FPP. Two local advertisers are already in discussions of a contractual nature. Spotlight: Fondo Spotlight has encouraged local independent media to promote an editorial research culture since its inception. This has resulted in 2018 with Página Siete, El País and ANF to consolidate a permanent research unit within their newsrooms. FPP continued the process of getting accreditation as an institute of higher education. The objective is to be able to issue masters level diplomas directly to journalists.   APLP Online Radio signed an agreement with Radio San Gabriel. The agreement states that both media will exchange production outputs from their respective press teams, to enrich their programming contents.
With the signing of this agreement, it is expected that the programming of APLP Radio will be broadcast on the public FM 98.2 of RSG, which is broadcast in El Alto; reciprocally, the production of RSG will be incorporated into APLP Radio Online content. Mid-July APLP signed an agreement with the Universidad Mayor de San Andrés (UMS. Students can intern at APLP Radio Online. It was agreed to create a daily micro-news radio show called "La noticia punctual" in which interns will carry out live news dispatches. Additionally, interns further reinforce the technical team, the reporting section and will also be dedicated to updating the social network accounts of APLP Radio Online.
 A team of 10 interns have been incorporated into the radio, who started working on 1 October. Q4: FPP implements all programming with the cross cutting goal of long-term sustainability. 1. In the case of Media Literacy, the goal is to ensure that the program is inserted into the school curricula. Based on that, this pedagogy and its contents are disseminated, not only among teachers but also in teacher training schools with continued cooperative support from the Ministry of Education in Q4. 2. In the case of the Master's Degree programs, a tuition system is being implemented and expanded during Q4, with journalists beginning to pay a portion of the real cost via tuition fees. In addition, lobbying for independent accreditation of the Masters program with the Ministry of Education continues. 3. Primera Plana must achieve self-sustainability through the sale of advertising on the television channel that broadcast the program. FPP has hired personal to focus on this area has started a marketing strategy around Primera Plana. There were continued discussions with local organisations Banco Bisa and the VIVA Foundation to act as regular sponsors of the Primera Plana reality show. 4. Spotlight. Continued discussions with journalist and media company recipients on embedding a long-term culture inside newsrooms around permanent research and data collection/analysis departments.   APLP signed a formal agreement for radio journalism students of Universidad Mayor de San Andrés (UMSA), to be interns at APLP radio online. Q2: FPP is part of the Bolivia Verifica programme, which is part of the organisations long-term sustainability strategy. Q3:An internal plan is still in place to convert APLP Radio Online into a training center for radio and online journalism. A digital marketing plan is designed to increase the visibility and profile of APLP Radio Online, in order to have greater appeal for those who want to boost their programme and journalistic projects on the radio. The possibility of generating resources through the assignment of radio spaces in exchange for a certain monthly amount is discussed. 2020 Q2: APLP: The coronavirus crisis poses serious challenges to APLP Radio Online, which from now on will have to redesign the work of its journalists and interns. A new plan, which is being adjusted these days, contemplates the possibility of remote work and journalistic coverage that does not put journalists or interns at risk of contagion. A digital marketing plan is designed to increase the visibility and profile of APLP Radio Online, in order to have a greater appeal for those who want to boost their programmes and journalistic projects on the radio. An intern now deals with the social networks of APLP Radio Online, as a community manager, which results in more interactions and more likes. FPP have been working on improving sustainability issues during MFSII. APLP sustainability score lower, although they are in a much better position overall given their history and length of time in operation. Strategic planning and fundraising are a challenge for both organisations. Board development is also challenging.
