Target Groups
The activity targets Children (potential victims and victims of CSEC),Communities, including parents, community leaders, traditional leaders, religious leaders and other key leaders; local and national government agencies; and private sector parties, including local businesses. Ultimate beneficiaries of this activity are children.
General
This activity forms part of the international Down to Zero Programme. The Down to Zero Programme is an initiative by Dutch NGOs Terre des Hommes Netherlands, Plan Nederland, Defence for Children – ECPAT, ICCO and Free a Girl. The programme is implemented for a five years’ period (2016 – 2020) in 11 countries in partnership with and funded by the Dutch Ministry of Foreign Affairs. The Down to Zero Programme aims to contribute to the empowerment of children at risk and child victims of Commercial Sexual Exploitation and build protective communities. By empowering children and empowering communities we contribute to protecting children against Commercial Sexual Exploitation in targeted communities in 11 countries. Our beneficiaries are child victims and children at risk of CSEC.
Objectives
This activity has one long-term goal: ‘End Commercial Sexual Exploitation of Children (CSEC) in 11 countries by empowering children at risk and victims of CSEC in targeted communities and by ensuring protective environments for these children’. Per stakeholder specifc long-term goals are formulated: 1) Child victims and children at risk are empowered and act as agents of change and are able to protect themselves from (re)victimisation of CSEC (Children), 2)Targeted communities are safer, offer better protection to child victims and can prevent children from becoming (re)victimised (Communities and families), 3) Local government applies policies, plans of actions, budgets and protocols to effectively combat CSEC (Government)/The judiciary system applies policies, plans of actions, budgets and protocols to effectively combat CSEC (Law enforcement agencies), 4)Market leaders or branch associations of at least three private sector industries are actively engaged in the protection of children against CSEC (private sector).
