The applicant VPS International B.V., is an oil company, established in 1986 for the production and export of lubricants. VPS International has distributors in sixty countries worldwide. They own a production facility and a laboratory in the Netherlands.Petrocom Ltd was founded in 1995 and is one of the major suppliers of petroleum products and lubricants in Rwanda. For lubricants, the company represents the brand Rymco from VPS International. Petrocom Ltd is engaged in other activities as well:- owner of a fleet of 50 trucks, engaged in transport of petroleum products from Kenya, Tanzania and Uganda to Rwanda.- the production of different construction materials through its steel factory, UFAMETAL.- owner of a farm for the production and distribution of milk in Kigali.The partners intend to set up a joint venture for the establishment of the first production facility for lubricants in the country. VPS International will mainly deliver hardware for the production line, provide training and quality measures. Petrocom Ltd will provide the land, the building and operational activities. Petrocom Ltd will be in charge of all local sales and export activities.The project can have a very positive impact on the environment if it gives a start to the awareness that used lubricants should not be thrown out at the side of the road. All twenty petrol stations where the lubricants are sold will be equipped with intake points for used lubricants.Corporate Social Responsibility (CSR)A lot of effort is put into creating a safe and pleasant working environment for the employees in terms of working conditions, training, health and integrity. Many drivers have their trucks or cars serviced in Rwanda before they continue to DR Congo. So a high volume of lubricants is used in Rwanda. Good quality lubricants (which can be used much longer in the vehicle) and awareness of proper use and proper waste discharge will mean a great advantage for the environment.• Position of womenFour women will be hired.

The establishment of the first factory for lubricants in Rwanda for the production of 800,000 litres per year, for the local and export market, to be sold through own gas stations, retailers and other businesses such as public transport.
