General
According to the Emergency Operations Centre (EOC), Borno State remains the most severely affected by flooding in Nigeria, with nearly 400,000 IDPs registered in 30 relocation sites as of 18/09. These displacements followed the collapse of the Alau Dam on 09/09, which triggered widespread flooding in the Maiduguri, Jere, and Konduga local government areas. Among those affected are at least 44,000 children > five, including 7,700 suffering from SAM and 18,100 with MAM, as well as 24,000 pregnant <(>&<)> breastfeeding womenand girls who require urgent, life-saving assistance over the next 2 months. A desk review conducted by Oxfam <(>&<)> local partners highlights that the number of people in relocation sites is steadily increasing, with many sites becoming overcrowded, leading to open defecation <(>&<)> raising significant concerns about potential outbreaks of cholera and malaria due to poor sanitary conditions <(>&<)> stagnant water. Critical needs and gaps due to limited local capacity to currently respond were identified by Oxfam <(>&<)> local partners include WASH, food, ES<(>&<)>NFIs, health, nutrition, and protection services to mitigate the risk of GBV and safeguarding of separated and unaccompanied children. Based on gap analysis and coordination with State <(>&<)> UN agencies, other partners on ground, Oxfam <(>&<)> partners (CRUDAN + CATAI) plan to provide MPCA to address most pressing needs, alongside interventions in WASH and NFIs. The rapid market analysis showed the feasibility of cash. The response aims to reach 35000 people in Borno, adhering to Sphere and cluster standards, with a strong focus on protection and gender mainstreaming. Oxfam + partners have longstanding and expertise in WASH, MPCA, and NFI distribution, including with a conflict sensitive lense. We will closely collaborate with State, UN agencies, DRA and other partners on ground for the referral <(>&<)> complementary efforts to maximize the impact of interventions. We will also mobilize of early recovery efforts.
