Oxfam Novib is one of the 17 national affiliates of the Oxfam International Confederation. It started life in 1956 as the Netherlands Organisation for International Assistance (Novib), and joined forces with Oxfam in 1994. Working together in confederation, the Oxfam affiliates can speak with one clear and compelling voice on issues of global concern: climate change, health and education forall, agriculture, trade, and conflicts and emergencies. Oxfam established this country office to support local organizations and projects. Through this local office Oxfam Novib directly contributes towards this project’s implementation.

Following Oxfam’s needs assessment, this proposal was collaboratively designed by Oxfam and ADEL CD – Agencia de Desenvolvimento Economico Local de Cabo Delgado, a grassroots organization – to address the urgent food needs. The proposal will seek to improve acceptable food consumption amongst 480 drought-affected households (HHs) (2,880 individuals of which 56% are women and girls) in Montepuez, Cabo Delgado, through the provision of three-monthly rounds of life-saving food assistance vouchers. The primary focus is on vulnerable groups inIPC+3 areas, particularly internally displaced persons (IDPs), returnees, impoverished households with children, women- and child-headed households, and pregnant or lactating women. Intervention Oxfam and ADEL CD will use a needs-based approach to identify participants, distributing three rounds of monthly food vouchers to 480 households (HHs) in Montepuez (60% women). Priority will be given to IPC3+ HHs, especially those with children, elderly, pregnant and lactating mothers, and persons with disabilities. Vouchers are selected over cash as per the Mozambique Government’s policy guidelines . The monthly transfer value of 64 EUR (70USD) aligns with the Food Security Cluster’s Standard Operating Procedures (SOPs) and Mozambique government guidelines Oxfam will support independent verification to ensure needs-based selection, support Post Distribution Monitoring (PDM), oversee compliance withcluster SOPs, and coordinate at provincial and national levels. ADEL CD has worked in Cabo Delgado for 15 years and both partners have remained present despite conflict and can swiftly and effectively leveragecollective resources and expertise to deliver actions.Oxfam and ADEL CD have responded together to humanitarian needs since 2021.
