Oxfam works with local partners and local authorities such as the Committee for Natural Disaster Prevention and Control and Search and Rescue (commune, district and provincial level) in Vietnam and they are present in the areas affected and have past humanitarianexperience working with Oxfam. In Lao Cai and Yen Bai targeted provinces, Oxfam has set up stand-by humanitarian partnership with the Provincial Red Cross Chapters. The local humanitarian actors accumulate vast emergency response experiences andhave an extended operational network from provincial- district - commune Red Cross branches. The local humanitarian partnership can be immediately activated with local authorities, and local humanitarian NGOs (e.g. HCCD) as more response resources available to scale up our responseactions. The overall approach is to support local partners to take the lead in design, planning, and implementing the project, withOxfam playing a back-up support and technical role. This strategy ensures that local humanitarian actors are empowered and capable of managing and sustaining the initiatives, promoting sustainability and resilience within the communities. Oxfam emphasizes capacity readiness and capacity sharing as fundamental components of its Feminist Local Humanitarian Leadership (FLHL) framework. This involves preparing local organizations and actors to take on more significant roles in humanitarian response and development through targeted training, resource allocation, regular support for joint learning, postdistribution monitoring and reporting. Capacity sharingensures that knowledge, skills, and resources are disseminated among local actors, thereby strengthening the overall capability of the local humanitarian ecosystem. We shall leverage insights from theDFAT supported response to refine its methods for evaluating and strengthening local humanitarian partners' readiness. In addition, Oxfam will facilitate active participation of local communitiesand local response partners in coordinating humanitarianefforts and advocating for local initiatives, including activation of Red Cross framework agreement with Vietnam Post for rapid deployment of cash assistance effectively tailored to the gender responsive, disability inclusive needs of communities. This project’s outcomes have been designed to specifically empower local communities in selection and validation of C4W initiatives for maximum share of local ownership. This would encourage actors to improve coordination, and ensure that aid is responsive to the unique needs of the communities in Lao Cai and Yen Bai’s targeted response locations.
