The MoHADM, acting under the authority of the Galmudug State [Council of Ministers], is responsible for provision and facilitation/coordination of basic support schemes through managing in humanitarian programs and institutions for all vulnerable groups. Objectives of the ministry: 1. Adequate planning for humanitarian affairs and disaster reduction, preparedness, and management. 2.Advocacy for zero tolerance towards aid misuse. 3. Resource mobilization for humanitarian affairs and disaster management programs in SWS 4. Establishment of regional and district level structures for humanitarian affairs and disaster reduction, preparedness, and management. 5. Well-coordinated and cohesive efforts on humanitarian affairs and disaster prevention andmanagement in SWS by relevant actors. 6. Information and knowledge management on humanitarian affairs and disaster management in SWS. 7. Collection, analysis, management, and dissemination of information on humanitarian affairs and disaster management in SWS. MOHADM envisions saving lives, alleviating suffering, mitigation disasters, and building resilient communities MOHADM's mission is to coordinate the formulation and implementation of policies and strategies that enhance management and administration of humanitarian services and disaster and risk management in South West of Somalia

The South West State of Somalia, like many regions in the country, faces significant challenges related to aid diversion, which undermines humanitarian efforts and exacerbates existing vulnerabilities. To address this critical issue, the Ministry of Humanitarian Affairs and Disaster Management (MoHADM) seeks to strengthen its capacity. The individual consultant's or consulting firm will be toprovide technical expertise and capacity development support to MoHADM in achieving this goal, ensuring that humanitarian assistance reaches its intended beneficiaries effectively and efficiently. The consultant will be responsible for the following tasks: A. Comprehensive Needs Assessment • Conduct a thorough assessment of MoHADM's current capacity in relation to its controls readiness to address aid diversion effectively. • Review internal policies, procedures, and accountability mechanisms in place. B. Capacity Development Plan: • Develop a tailored capacity development plan to address the identified capacity gaps Include a mix of training, technical assistance, and knowledge sharing activities to build the necessary skills and expertise within MoHADM. • Update and develop internal controls including; financial management, data management and programs reporting tools. Deliverables The consultant will be expected to deliver the following outputs: i. A comprehensive needs assessment report. ii. A detailed capacity development plan. iii. Develop accounting system such as QuickBooks and deliver training for MoHADM staff. iv. Programs reporting tools and templates. v. A set of policies and guidelines related to internal controls, financial and program review.
