Zamzam Foundation is a non-governmental and not-for-profit organization founded in Mogadishu in 1992 with a mission to provide people affected by human and natural crises in the Horn of Africa with emergency relief, educational programs, clean water and food security, health care, protection for children and orphans, sustainable socio-economic programs, and peace-building and effective governance programs, while integrating our values of respect, impartiality, quality, accountability, advocacy and innovation in all our work. Zamzam have become the largest national humanitarian and development organization in Somalia with almost three decades of experience providing relief and socio-economic support services to those most affected by conflict and recurrent climatic shocks. Zamzam'sheadquarters are in Mogadishu, Somalia, with field operation offices across the country and international offices in Kenya and Turkey. VISION Zamzam envisions a day when there is no more poverty in the Horn of Africa and every person’s dignity is protected, especially those affected by human and natural crises. MISSION To provide people affected by human and natural crises in the Horn of Africa with emergency relief, education, clean water and food security, health care, protection for children and orphans, sustainable socio-economic programs, and to promote peace-building and effective governance.

General
Oxfam secured a fund from Italian government on food security, livelihoods, WASH and protection. The project principal objective isto contribute to improving the living conditions of the most vulnerable crisis-affected population, especially women andyoung girls, in Somalia. Humanitarian Needs and Response Plan (HNRP) – 2024, estimates that 6.9 million people need humanitarian and protectionassistance. A total of US$1.6 billion is required to meet the needs of the targeted 5.2 million people. By end of May 2024, only 24% of targeted people have been reached with multisectoral assistance. More than 3 million people are in need of GBV assistance. Women and child headed households, minority, persons with disabilities, and other marginalized groups aremore exposed to risk of exclusion and denial of access to assistance. Forced displacement and forced eviction in both managed and informal sites leads to vulnerable households resorting to negative coping strategies to meet the immediate needs of household. As of first week of August 2024, only32% of required funding under HNRP is secured as per financial tracking system of UN OCHA. This proposal is coherent with the Guidelines of the CfP (AID 12690/01/0; AID 12466/01/0; AID 12255/01/0) thanks to an integrated and multi-sectoral approach, based on three results, each corresponding to a priority sector envisaged by the Call (R1 - Water, Sanitation, Environment, Territory, Natural Resources Management, Climate Change; R2 - Agriculture and Food Security; R3 -Protection). The Triple Nexus (as understood in the AICSSectoral Guidelines), support to resilience building, and a combination of emergency actions with early recovery activities characterise the strategy. The proposed project is closely aligned with Somalia Humanitarian Needs and Response Plan 2024 and contributes into all three strategic objectives: 1. Prevent loss of life by decreasing the prevalence of hunger and acute malnutrition, public health threats, and the impact of armed conflict and natural disasters, 2. Sustain people’s lives by ensuring safe, equitable, inclusive and dignified access to livelihoods and critical basic services and 3. Address critical protection risks arising from exclusion, displacement, and indiscriminate attacks oncivilians and their objects. The project will remain aligned in the coming year 2025 response plans as it is designed based on needs and gaps identified in priority districts in the months of July 2024. Project directly contributes to the WASH, Food Security and Protection Clusters and Gender Based Violence Area of Responsibility set objectives and priorities. The proposed districts Baardheere, Beledweyne are Humanitarian Country Team (HCT) prioritized districts for Integrated Response Framework (IRF) and Area Based Coordination. Laascaanod is currently governed by interim administration of Sool, Sanaag, and Cayn Khatumo ( SSC Khatumo) and has limited presence of humanitarian actors resulting in unmet needs and gaps – as well as vacuum on local level coordination structure that Oxfam plans to fill in. The project will reach a 30,000 people via WASH food security and livelihoods and Protection interventions. In alignment with the AiCs priorities, Oxfam and ZamZam will target populations recently displaced byacute conflict, drought and floods, as well as host communities, in hard-to-reach areas or exposed to high levels of food insecurity and epidemic outbreaks, in the Baadheere, Laascanood and Baledweyne regions. Oxfam will be directly implementing in Laasanod and Baladweyne and Zam-zam to operate in Baardhere. Beneficiary selection will be guided by comprehensive intersectional criteriathat consider age, vulnerability, minority status, disability, and gender-specific needs. This criterion is tailoredto reflect the segments most affected by climate and conflict shocks, as identified in the needs assessment. The targeted beneficiaries include internally displaced individuals, marginalized groups, female-headed families, families with elderly and disabled members, child-headedhouseholds, women of reproductive age, and persons with The proposed food security intervention aims to address the immediate food needs of the people in the target locations. These include a focus on multipurpose cash transfers to tackle the underlying access tofood crises. This will be compounded with livelihoods restoration activities and reviving the natural resource base damaged due to relentless climatic hazards. In specific IDP sites, the project proposes to create income sources for people who do not have access to land. This will complement existing Oxfam work and be carried out in a manner that contributes to a collective outcome.
