It started life in 1956 as the Netherlands Organisation for International Assistance (Novib), and joined forces with Oxfam in 1994. Working together in confederation, the Oxfam affiliates can speak with one clear and compelling voice on issues of global concern: climate change, health and education forall, agriculture, trade, and conflicts and emergencies. Oxfam established this country office to support local organizations and projects. Through this local office Oxfam Novib directly contributes towards this project’s implementation.

Oxfam has worked in Mozambique since 1978, working with and through grassroots organizations to improve and transform agricultural practices and food systems and to empower people, especially women and young people, to improve their lives and livelihoods. This project builds on learning from our previous geographic presence and programmatic work in the provinces of Sofala, Maputo, Gaza and Inhambane, during the 2012 drought response (Chigubo District), El Ninõ-induced drought response, where we worked between 2015 and 2017, implementing the drought response project funded by DFID/ECHO/SIDA/USAID in partnership with local organizations (AJOAGO, ADCR, Mahlahle, KULIMA and CCM) and with international organizations (CARE, Concern, Oxfam and Save The Children- COSACA Humanitarian Consortium) for WASH, Protection, Gender, Food Security and Livelihoods. This initiative is aligned with our ongoing regional El Niño-induced drought response plan. The proposed project also aligns with our experience of many years of working in humanitarian responses in the provinces of Gaza, Inhambane, Zambézia, Sofala, Nampula and Cabo Delgado. The project further draws on Oxfam's extensive experience in working to address gender equality in all aspects of our work; this includesdrawing on lessons from two Global Affairs Canada-funded programs on gender and sexual and reproductive health and rights, currently being implemented by Oxfam in the provinces of Zambézia and Nampula. Oxfam has experience in cash-based and market-basedprogramming, which has been used in emergency responses since 2012, where it has achieved value for money due to efficiency in programming and coordination with multiple stakeholders, fromgovernment departments, UN, local authorities and community structures. Cash and voucher interventions characterized Oxfam's humanitarian and development work, through which money and markets were used to integrate humanitarian responses with development work. Oxfam is currently implementing a food assistance, WASH,protection and gender project in Cabo Delgado in partnership with a local organization (AMA) - IDPs emergency response, financed by CAT FUND. Oxfam projects in Mozambique (100%) are implemented directly by local partners, with specialist technical support from Oxfam in the WASH, Food Security and Livelihoods, Protection and Gender sectors. Oxfam in Mozambique has been implementing since 2012, a program to strengthen the humanitarian capacities of local organizations andis currently implementing a strategy and localization plan designed in 2023, therefore, Oxfam has a strong and credible track record in its commitment to equitable partnerships and promoting local humanitarian leadership in Mozambique.
