The Uganda Red Cross Society (URCS) started as sub-branch of the British Red Cross in 1939, was incorporated and recognized by an Act of Parliament dated 30th July 1964 (The Red Cross Act. Cap 57) and became a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) in 1965. URCS has extensive technical capacity and experience, policies and guidelines in the areasof PHC, WASH, PSS, Child protection, and Climate Change and Environmental Protection accumulated over the years through a number ofprograms and projects implement. In addition, URCS has MOUs with various institutions in the field of climate change and environment and works in consortiums and movement partners to deliver programme in the same field of environment and climate change. 2. In addition, URCS has MOUs with various institutions in the field of climate change and environment and works in consortiums and movement partners to deliver programme in the same field of environment and climate change. 2. ACHIEVEMENTS 2022: URCS is still consolidating key programmatic and strategic achievement of 2022, the key critical including Mainstreaming Protection, Gender and Inclusion (PGI) across all programmes, Sexual Exploitation and Abuse Policy, Roll out Data ProtectionPolicy, Disaster preparedness and Response programmes, Restoration of Family Links, EVD response, Digital Transformation. 2021 Throughout 2021, Uganda Red Cross Society stood for humanity by responding and also delivering support to vulnerable people through offering its core flagship activities including: 1) First Aid and Ambulance services 2) Mobilization for blood donation 3) Membership and volunteer program 4) Emergency preparedness and response COVID - 19 Messages • 19,277,858 people were reached with COVID-19 messages • Over 3 Million people were mobilized for COVID - 19 vaccination • 6,275 volunteers and staff across 51 branches were supported with masks and sanitizers WASH • URCS completed the construction of pipe water systems in Palorinya and Bidibidi under GRC and ARCrespectively serving over 40,000 people in palorinya and 15,000 people in Bidibidi. • 6,754 people were reached with WASH messages related to the thematic focus of livelihood and health. • 16,021 HHs were visited with routine hygiene promotion sessions RELIEF ITEMS • Procured 2,450 kits for prepositioning. • 1,900 kits distributed to victims of floods, landslides, and hailstorm in Kassanda, Bulambuli, Oyam, Bududa, Bukedea and Sironko. • 2,500 pieces of iron sheets and 725 kg of nails were procured and distributed to beneficiaries in Palorinya. SEEDS SUPPORT • 3,000 beneficiaries received assorted seeds • 1,068 were males and 1,932 were females. RESTORATION OF FAMILY LINKS (RFL) • A total of 71,386 (phone call attempts were made out of which 55,661 phone calls were successful. CASH TRANSFER PROGRAMMING • Mobilized a total of 87,200 beneficiaries for multipurpose cash assistance. • Supported 950 households in Kaabong with cash NITA CONNECTIVITY • 10 branches connected to the NITA grid. • NITA will equally connect other branches when it establishes a presence with in the respective URCS branches’ districts. Forecast-based Financing FbF • Floods Early Action Protocols (EAP) Approved • 2 simulations for Early Action Protocol 3. INSTITUTIONAL PURPOSE To fulfil the URCS mandate and obligation in delivering quality and sustainable humanitarian assistance. Institutional objectives: What are the principal changes the organisation seeks to achieve over the long term? • Protection and provision of life-saving services to displaced persons, which will contribute to Goal 2 – “Zero hunger, achieve food security and improve nutrition, and promote sustainable agriculture”. • Provision of health and social services, which contribute to Goal 3 – “Good health and well-being”. • Delivery of emergency and development of WASH interventions, which contributes to Goal 6 – “Clean water and sanitation”. • Increase the community’s access to and adoption of energy saving livelihoods which contributes to Goal 7_ ‘Affordable and Clean Energy’ • Protect the environment and sustainable use of natural resource, which will contribute, to Goal 13 –“Climate action” Field(s) of activity: What are the principal thematic and geographic areas in which the organisation works? Who are the social actors that benefit from the work? URCS is the biggest indigenous humanitarian agency in Uganda and operates through its headquarters in Kampala and a countrywide network of 51 Red Cross branches and 450,000 cumulative members and volunteers country wide. The Uganda Red Cross has a special role to play in disaster management as an auxiliary to Governmental capability as indicated in the National Policy for Disaster Preparedness and Management (October 2010). Therefore, its roles and responsibilities are defined by law, making it a more reliable institution in disaster management. 4. STRATEGIC POSITIONING Analyse the environment in which the organisation works? Who are the other relevant social actors, including government and business, and what roles do they play? ' In this context, what is unique about the position of the organisation? URCS sits in Disaster Management related forums both at National, Regional and District Levels. As national level, URCS is member of the National Task Force (NTF) in the Ministry of Health (MoH) and of the Comprehensive Refuge Response Framework (CRRF) steering committee. The ability of URCS to respond to disasters has over time been founded on the existing policies, guidelines and plans supporting the institution in discharging its mandate. This has been further strengthened by the network of committed and experienced volunteers and personnel. Disaster Management surge capacity has been built through the national and international Red Cross surge systems, including the National Disaster Response Team (NDRT) members and Red Cross Branch Action Teams (RCAT)

The Uganda Red Cross Society will implement the below project activities; Result Area 1  Integrate scientific and indigenous knowledge to inform AA and EWS’s to enable the implementation of community early action plans, Support VSLA approach to facilitate the implementation of early action for localized triggers  Conduct regional dialogue on Anticipatory Action within Mt. Elgon sub region and itscontribution to DRM including CCA  Digitalize and automate existing EWS’s and ensure their multi-hazard capability.  Strengthen community level disaster data collection and analysis, and (re)establish linkages with OPM/IOM.  Engaging children in disaster preparedness as agents of change.  Locally led environmental management campaign and strengthening the capacity of local Consortium partners on DRM  Implementing Nature Based Solutions to restore flood prone hotspots such as riverbanks Result Area 2  Targeted training of first respondents on rapid needs assessment.  Conduct rapid needs assessments within 48 hours on receipt of trigger for an impending crisis or as a response  Activation of CM led by DDMCs/CDMCs and other local actors within 72 hours. CM can be activated in response to a direct crisis as a humanitarian response or in response to a trigger event warning of an impending hazard.
