Oxfam has had a presence in Lao PDR for longer than most INGOs, with both Oxfam in Belgium (OBE) and Oxfam Australia (OAU) beginning programming and establishing offices in the late 1980s. Oxfam’s vision is of a Laos in which all citizens – particularlywomen, the marginalised and discriminated groups – are able to claim their right to access opportunities and resources so as to overcome all forms of poverty and injustice. Since 2015, the work of Oxfam in the country is governed by the Oxfam Country Strategy (2015-2019).We seek transformative changes in policies, practices and beliefs in ways that fundamentally improve the lives of poor and marginalised women and men, and ensure that all citizens have the same opportunities to enjoy their rights. Todo so, Oxfam focuses its work on four Domains of Change: Citizen Participation and Civil Society Development, Gender Justice, Resilient Communities and Sustainable Development, and Responsible Investment. For this project, Oxfam in Laos will support the expansion of the influencing work and public campaign on advocating for more inclusive social protection and access to social protection of the most marginalized workers. National public events will be organised, such Eliminate Violence Against Women Day (EVAW), and digital platforms will be used to socialize the information, and stir discussion and dialogue among rights holders, government stakeholders and policy makers. The campaigns will be implemented nationwide and in the provinces where Oxfam in Laos works. Target groups include marginalized workers, youth, women, CSOs as well as government stakeholders.

Laos is a lower-middle-income country where women and girls face significant barriers to achieving their full potential due to gender-based discrimination and social norms that limit their opportunities. One of the biggest barriers that women and girls face is the burden of unpaid care work, which includes activities such as cooking, cleaning, and caring for children, the elderly, and people with disabilities. Women and girls in Laos typically spend a disproportionate amount of time on unpaid care work compared to men andboys, which can limit their opportunities for education, work, and participation in public life. Oxfam has been working towards gender equality and the empowerment of women and girls for many years. We recognize the importance of addressing unpaid care work as a critical issue to achieve gender justice, social justice and human rights for all. Women and girls bear the burden of this work, which can limit their opportunities for education, work, and participation in public life. ASEAN is an intergovernmental community of 10 member states that aims to accelerate economic growth, social progress and cultural development in the region through joint endeavors in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of Southeast Asian Nations. The ASEAN Committee on Women (ACW) is mandated to oversee and coordinate ASEAN's cooperation on promoting genderequality and the empowerment of all women and girls. It plays a crucial role in promoting and advancing women's rights and gender equality in the region. The chairmanship of the ACW revolves each year. Lao PDR is the current chair of the commission. In Laos, Oxfam seeks to address the issue of unpaid care work by conducting a household care survey, launching and disseminating the survey results, and organizing a regional convening on care in July. • To promote gender equality and women's empowerment in Laos by reducing the burden of unpaid care work on women and girls. • To increase awareness among policymakers, civil society organizations, and the public in Asia/ among ASEAN member states about the importance of recognizing and valuing care work. • To promote the adoption of policies and practices that support the recognition and redistribution of care work.
