Oxfam's program in Zambia builds on past learning and focuses on the following areas: improving the well-being of poor women and men, particularly those in rural areas; economic empowerment; access to essential services (education, health, and water); reducing the impact of disasters; promoting the rights of women. Oxfam in Zambia works with partners in agriculture, holding government and the private sector accountable in the use of natural resources, women's rights and humanitarian help. Oxfam in Zambia is responsible for the implementation of the Sowing Diversity = Harvesting Security program in close collaboration with national organizations, particularly the Community Technology Development Trust (CTDT) and Zambia Alliance for Agroecology and Biodiversity (ZAAB).

In Zambia, the proposed interventions and activities will prioritize the revival, production, processing, and marketing of nutritious local food crops, including Neglected and Underutilized Species (NUS), while promoting Farmer Managed Seed Systems (FMSS) as locally driven adaptation solutions. Rural women and their communities will play a pivotal role in shaping research and solutions for their own areas. The project will advocate for Agroecology (AE) within the production systems, which will prove advantageous for womenby enhancing their productivity without reliance on external inputs, allowing for crop diversification, and expanding market opportunities. Taking a holistic food systems approach, the project will address the challenges of climate change, revitalize agrobiodiversity, and cultivate seed systems tailored to smallholder farmer contexts through participatory plant breeding. Furthermore, it will tackle policy and climate justice issues that hinder the resilience of smallholder farmers. Linking local initiatives to national, regional, and global actions, the evidence generated through local efforts, mutual learning, and capacity building will contribute tonational and global discussions and agenda setting within forums such as the United Nations Framework Convention on Climate Change (UNFCCC), Convention on Biological Diversity (CBD), International Treaty for Plant Genetic Resources for Food and Agriculture (ITPGRFA), and United Nations Declaration on the Rights of Peasants (UNDROP) processes. At the national level, the project will work to influence policies that impact seed and food systems through mechanisms like the Nationally Determined Contributions (NDCs) on climatechange, the National Biodiversity Strategy Action Plan (NBSAP), seedlaws, and biosafety regulations, ensuring they are responsive to the needs of rural women and their communities. The global agenda-setting efforts within forums that influence national policies will focus on issues of climate justice, farmers' rights, theright to food, women's rights, and securing climate finance for the transformation of food systems. Zambia will leverage on existing partnerships within national and global alliances. The country will continue to explore synergies with government departments and ministries responsible for environment, climate change, gender, and agriculture. At the regional and continental level, Oxfam, CTDT and ZAAB will build on the existing alliances with the Seed and KnowledgeInitiative (SKI), Akina mama Wa Africa(AmWA), ETC group, Africa Centre for Biodiversity (ACB), FEMNET and the Alliance for food sovereignty in Africa (AFSA). AFSA, AmWa and SKI partnerships are relevant for the advocacy and lobby through regional bodies such as SADC and AU. AmWA and FEMNET willbring its expertise on feminism to ensure that women are not left on the margins and their issues are addressed through the project implementation and advocacy agenda. Other organizations that will encompass the network and alliances are Zambia Land Alliance (ZLA), FIAN International Zambia, Zambia Climate Change Network (ZCCN), CSO-SUN, National Food and Nutrition Commission, Hivos, Zambia Alliance for Women (ZAW), Women’s Life and Wellness Foundation, Green Nature, Rural Women’s Assembly (RWA), PELUM Zambia, National Union for Small-Scale Farmers in Zambia (NUSFAZ) Caritas Zambia and Kasisi Agriculture Training Centre.On a global scale, the program will establish connections with fellow participating countries under the Umbrella framework to facilitatemutual learning and strengthen the collective movement supporting the Umbrella framework's global agenda. Furthermore, the program will form strategic alliances with other regional and worldwide campaigns, including but not limited to the My Food is African Campaign, Healthy Food Healthy Soils Campaign, no patent on seed, No to UPOV91, no to GMOs, Gender is my Agenda Campaign, and End Fossil fuels.
