Oxfam Novib is one of the 17 national affiliates of the Oxfam International Confederation. It started life in 1956 as the Netherlands Organisation for International Assistance (Novib), and joined forces with Oxfam in 1994. Working together in confederation, the Oxfam affiliates can speak with one clear and compelling voice on issues of global concern: climate change, health and education forall, agriculture, trade, and conflicts and emergencies. Oxfam established this country office to support local organizations and projects. Through this local office Oxfam Novib directly contributes towards this project’s implementation.

Oxfam would like to take a comprehensive livelihoods response approach to the food crisis. However, at the moment there are no multi-sector assessment reports to actually inform the programming priorities or to define the actual coverage based on a response gap analysis. Available information from the government, UN bodies and other players at national and district levels is focusing food insecurity and by default on food distribution. Oxfam in Uganda thus request for a funding allocation of 25,000GBP to enable it deploy a multi-disciplinary team from the country office which can work with key stakeholders in the region to undertake an analysis of theshort and medium term response priorities in the priority districts of Napak, Moroto <(>&<)> Kotido beyond food distribution. The prioritization of these districts has been informed by the IPC classification, Oxfam’s previous engagements and thus the potential for quick re-engaging with previous LNGO partnerships and linkages with other on-going fundraising initiatives for long-term programming in the region. Savings on this allocation would also provide an opportunity for some small grant facility to the partners to enable them secure the space and voice in this response as additional resources mobilization is undertaken by Oxfam
