In its continuous quest to achieve its vision and objectives, PalVision is committed to a set of preliminary values and principles in its institutional, structural, and managerial disciplines which are summarized as follows: Participation and Partnership: PalVision believes in the importance of reinforcing the comprehensive participation of targeted beneficiaries and partner organization in involvement in policies and programs by immersing them in the planning, follow-up, implementation, and evaluation processes. Moreover, participation means the provision of knowledge, and information transparency for targeted beneficiaries as well as in delivering their concerns to those involved. Heritage and National Struggle: PalVision believes in the need to strengthen the intellectual and socio-cultural heritage of youth in order to increase their connectedness to their national identity, promote their inclusion as future leaders in socioeconomic, cultural, and political development, and to recognize the importance of the Palestinian struggle and heritage.

PalVision and PHT will establish a "Community TVET support network" (Activity 3.1.5.1) consisting of relevant stakeholders, including young activists and representatives, local CBOs, local councils, TVET providers and the private sector to ensure institutionalization of the developed TVET model and resources within the targeted communities. The network members will identify the roles and responsibilities of the network and the ways of working with the partners to support its successful implementation. Inconsultation with the established Community-TVET network, PalVision and PHT will develop an outreach strategy (Activity 1.1.1) for the target group and relevant stakeholders. The outreach strategy for young people will include customised and evidence-based targeting strategies for different age group and genders, taking into account contextual constraints, including scattered communities along the geographical area of the Jordan Valley and social norms. The strategy will also include a component on how toencourage the enrolment of high school graduates (18-22 yrs.), or those who never attended school, in TVET education, and fresh university graduates (22-25 yrs.) in TVET training relevant to green agribusiness and agritourism. In parallel, PalVision willconduct a consultation with the private sectorcompanies in the Jordan Valley to map skills gaps in the green and SMART TVET related professions (Activity 3.1.5.2). Hence, they will identify the demand-driven and green TVET professions/skills needed byprivate sector (Activity 3.1.5.3). The results of the consultation and mapping will inform the following processes: the selection of young participants for both the TVET technical training, the job-placement of young participants (matching modality) (Activity 3.1.5.9), the seed funding (Activity 3.1.4.3), and the selection of TVET service providers (Activity 3.1.5.4). The TVET-training service providers will be selected based on specified criteria. Following to the selection of TVET technical training providers, PalVision will lead a discussion with them on different ways throughwhich specific entrepreneurial and green skills, that encourage young people to stay and work in their local communities, could be mainstreamed in existing TVET programmes; youngpeople will also take part through engaging in advocacy work. In parallel, PHT will establish a community-based agritourism model by collecting the data on tangible and intangible cultural heritage in the targeted communities, and by identifying and marking a hiking trail (30K) in the Jordan Valley (Activity 3.1.1.8). PHT will link the established trail to its existing network of services as part of the "Palestinian Heritage Trail"; established across 50 Palestinian localities. From cultural heritagetocultural and creative industries, culture is both an enabler and a driver of the economic, social and environmental dimensions of sustainable development. Sustainable tourism, cultural and creative industries, and heritage-based urban revitalization are powerful economic subsectors that generate green employment, stimulate local development, and foster creativity. The two partners will develop common approaches for the selection and capacity-building of the young people, in consultation with themembersof the community needs-based TVET network. PalVision's thematic focus will be on green TVET relevant to agribusiness and youth active citizenship approaches, while PHT will focus on the technical aspects of the agritourism sector and develop a sustainable model for the community-based tourism.
