ROTAB Publiez Ce Que Vous
The network organisation ROTAB (Reseau des Organisations pour la Transparence et ’Analyse Budgétaire - ROTAB Publiez Ce Que Vous Payez Niger) is a development collective consisting of a broad range of associations, NGO's and syndicats within Nigerien civil society that in september 2006 decided to share their experiences and to join forces in a campaign "Publish what you pay for" to promote the transparance with regard to the spending of the revenues of the extractive industries sector in Niger. Not withstanding the last40 years of mining and drilling activities there is no openness whatsoever on the economic gains nor on the investments by the government and the private sector in this vital part of the economy. One thing that is clear is that the profits of this sector have not benefitted the Nigerien population. The ROTAB network decided to concentrate upon the analysis of the national budget to mobilise Nigerien citizins and to stand up against corruption and to insist on transparancy with regardto the income of the Nigerien government from foreign mining and oil companies. To reach its objectives ROTAB employs the following strategies: political lobby and pressure; training and education; denounces and public manifestations, meetings and marches.The network co-ordinates all the activities of the campaign and is also responsible for the capacity building of its member organisations.

The Network of Organizations for Transparency and Budget Analysis (ROTAB) is a collective of several associations, NGOs and trade unions in Niger that have decided to join forces to actively participate in building better governance and a fairer society in Niger,notably through active participation in the global campaign "Publish What You Pay, PWYP. Given the importance of the mining sector in Niger, ROTAB has made the governance of this sector one of its main areas of intervention. ROTAB has already partnered with Oxfamfor several years and has achieved increasingly satisfactory results in its interventions. ROTAB was involved in the implementationof the first phase of the IBIS DANIDA SP from 2018 to 2021 and has strongly contributed to the overall success of this project. This success largely justifies the renewal of ROTAB for SP 2.0 IBIS DANIDA 2022-2025. ROTAB is already the leader of civil society organizations working in the area of transparency in governance, civic space and particularly natural resource management in Niger. It will thus be a matter for this organization to make itself more heard and to contribute once again to the improvement of the living conditions of the populations which passes by the reduction of the inequalities in the basic social services, even in the multidimensional inequalities. Thanks to its activities, ROTAB has already succeeded in changing some things by making the voice of civil society heard in debates related to governance. In particular, ROTAB has succeeded in influencing policy by denouncing and succeeding in changing mining laws, budgetary laws with an increased budget allocated to education, the sanitation of civic space, among others. ROTAB's contribution in this project will consist, but not only, incapacity building / training of communal and national actors in the field of taxation, advocacy and influencing for a fair and efficient mobilization of endogenous resources for the satisfaction of the needs of vulnerable groups. This means that this contribution will be of capital importance, even essential. ROTAB is the firstand largest organization intervening in this area. It is a member of the largest global organization working for better governance.It is a world-renowned network that has achieved numerous results at both the national and international levels. Through its participation, ROTAB will be able to benefit from all this experience in order to guarantee the achievement of results. This partnership is expected to last for the entire period of the project's implementation, i.e. from the deployment of activities to monitoring and evaluation. Moreover, ROTAB is a traditional partner of Oxfam. In this sense, the partnership between the two will last as long as the conditions of the partnership are met by both parties. In order to make this partnership work, Oxfam and ROTAB propose to work together in a participatory manner. The exit strategy for this partnership will be based on identifying the needs and building the capacity of ROTAB to strengthen the sustainability of this structure. To this end, a capacity building plan for partner CSOs is being developed under SP 2.0. This will consist in federating the assets of Oxfam and ROTAB in order to complement each other, to meet regularly in order to evaluate the progress of the project, to identify together the difficulties and to propose solutions, to bring out the successes along the way in order to strengthen them. Through this partnership, both parties agree at the outset on their respective roles and responsibilities, which will be evaluated as needed annually and at the end of the project. Throughout the execution of the contract, the parties prepare for the phasing-out and, if necessary, plan any possible post-exit support for the partner. Moreover, both parties can always reflect on other perspectives to consolidate the partnership.
