The Goal of the Capfish/FOSTER project is to improve the socio-economic conditions of the fishing communities and environmental sustainability of the (Western) Tonle Sap Biosphere Reserve (TSBR) through community-centered interventions reaching over 200000 women, men and children in Cambodia. The Capfish/FOSTER Project led by Oxfam and 14 partners has 3 Objectives: 1)Fishing communities in the Tonle Sap have increased access to safe water supply, hygiene and sanitation services2) Vulnerable and poor girls and boys are provided with increased availability and accessibility to education and can successfully transition through school 3) Fishing communities in the Tonle Sap have developed sustainable alternative livelihoods. In response to the educationchallenges faced by fishing communities in the West TSBR, A Consortium led by AEA (Education et Action ) and 3 partners Buddhism for Social Development Action (BSDA) , Kampuchea Action to Promote Education (KAPE) the largest local NGO in the education sector in Cambodia and OEC Operations Enfants du Camboge (OEC) which focuses on poor children with disabilities, HIV/AIDS, landmine survivors to succeed and have basic rights. This consortium will undertake a series of interventions to create an inclusive education system with universal access (particularly for girls and poor and marginalized children), strengthen Early Childhood Education (ECE) and improve school management and education governance in the target areas. Many children in the TSBR, particularly in pre-primary level, do not speak Khmer, presenting a significant barrier for them to access and stay in school. Education partners will implement a multi-lingual education (MLE) supplementary programme to equip schools with bilingual learningmaterials in Cham and Vietnamese (which AEA and KAPE have) and Bilingual Classroom Assistants (BCAs). Individuals who speak local languages as well as Khmer will be recruited from communities, trained and receive a monthly incentive to support classroomsasBCAs, translating instructions and lesson content and working with students individually to complete assignments. Additionally, AEA and KAPE will deliver content for MLE classes through their online platforms,providing voice-overs in minority languages.The project will also support multi-lingual children through scholarships.
