It started life in 1956 as the Netherlands Organisation for International Assistance (Novib), and joined forces with Oxfam in 1994. Working together in confederation, the Oxfam affiliates can speak with one clear and compelling voice on issues of global concern: climate change, health and education forall, agriculture, trade, and conflicts and emergencies. Oxfam established this country office to support local organizations and projects. Through this local office Oxfam Novib directly contributes towards this project#s implementation.

The Tonle Sap Lake is the largest freshwater lake in Southeast Asia, and is instrumental in Cambodia’s social, economic, cultural, and environmental development. The lake’s tremendous natural capital provides food security and supports the lives of the people throughout Cambodia. Today, the lake is under multiple pressures from population growth, development activities, forest degradation andland cover changes, exploitation of its resources and disposal of waste. Escalation of negative impacts on the lake’s ecosystem andenvironment might eventually be linked to increasing poverty and vulnerability of the people who are directly dependent on the lakeresources for their livelihoods. The Goal of the Capfish/FOSTER project is to improve the socio-economic conditions of the fishing communities and environmental sustainability of the (Western) Tonle Sap Biosphere Reserve (TSBR) through community-centered interventions reaching over 200000 women, men and children in Cambodia. The Capfish/FOSTER Project led by Oxfam and 14 partners has 3 Objectives: Fishing communities in the Tonle Sap have increased access to safe water supply, hygiene and sanitation services. Working with innovative award winning Social Enterprises such as Wetland Works ( WW) that provides sustainable hygiene and sanitation solution (HPods ) and with Tuek Saat 1001 ( TS) that brings clean and safe drinking water through its innovative Water Kiosk models (Kiosks ) there will be increased access and adoption of WASH products and services. Vulnerable and poor girls and boys are provided withincreased availability and accessibility to education and can successfully transition through school. Working with a consortium of local Education partners Aid Et Action Cambodia, BSDA, KAPE, OEC primary school enrollment and retention will be increased. Schools will be rehabilitated and access to education increased. The project will be introducing programs for inclusive education and successful transition; training local teachers; providing support to marginalized and at-risk-students .This will also include working with our partner OKRA Solar who will be providing sustainable mobility solutions to the community for children to access education facilities. Fishing communities in the Tonle Sap have developed sustainable alternative livelihoods Oxfam and Fishery ActionCoalition Team (FACT) will create sustainable livelihoods and employment opportunities in three sub-sectors: eco-tourism, solar energy and sustainable agriculture –through interventions that create sustainable income sources while reducing environmentalpressures on the TSBR. An Inclusive Producer Public Private Partnership) P4) model will be deployed with private sector actors suchas OKRA Solar, Pavilion Group, Cambodia Agriculture Cooperatives Corporation (CACC) to create an enabling environment for eco-tourism for both community-led and professional hospitality investments. Community fishery members along with the wider community will develop their capacities to enhance production in target food value chains, adopt climate smart agriculture (CSA) and develop businessskills. In partnership with the private sector, they will be supported to create community-based sustainable businesses in selected sub-sectors, improving market access through block chain traceability technology called Block Rice pilotedin Cambodia . The project will also create employment opportunities by supporting community entrepreneurs to install and operatesolar micro grids and solar battery recharging stations ,water kiosks and HPods .
