ambodian Labour Confederation (CLC) was established on 09 April 2006 with registered as a professional organization officially issued on 31 December 2008 by the Ministry of Labour and Vocational Training (MoLVT). Under the restriction against unionism inCambodia,renewing union’s registration is required by law on trade union, while CLC was awarded the certificate of recognition for a long run to promote labour-related affair in Cambodia again since its 4th congress in March 2019. Currently, CLC has beenbelonging to its renewal registration number at Ministry of Labour and Vocational Training (MoLVT) with issued No 312190013 dated 07 August 2019. Cambodian Labour Confederation is an independent trade union, well known for its genuine representation forworkers in Cambodia. CLC leaders is the members of governance board of NSSF of Cambodia, and also the members of Labour Advisory Committee (LAC) and also the member of other important networkers in national and regional level that contribute to the development of social protection and CLC areable to bring all social protection-related issue from workers to be discussed with policy makers at national and regional level. Major role and leadership and outstanding of CLC are recognized and appointed by thegovernment with jurisdictional instrument that provide opportunity for CLC to play its role in the important tripartite social dialogue at policy level to promote worker’s welfare and social protection. Current, CLC has performed main roles in promotingworker’s rights throughout Cambodia. CLC keep its effort inupholding collective voice of all workers in such number of economic sectors within Cambodia as well as workers in tourism, agriculture, industry, education, transportation and construction sectors; and garment, textile and footwear sector; and informal economic sector including TUKTUK, PassApp, and Grape drivers to improve their live by providing them with full access to the Social Protection service and enhancing their capacity on the lobby and advocacy to come up with their legitimate rights and needs. For FIRST Project, CLC aimed to see workers/employees in private sectors within Cambodia both formal and informal workers/employees are entitled to quality and satisfied social protection service and benefits without any distinction, and those can live and work with dignity. It is expected that the project will directly benefit to 500 (250 are women) of garment workers, informal/formal group, association, farmer, tuk tuk drivers, domestic workers improve their life by access to social protection service and strengthening their lobby and advocacy capacities to speak up for their rights and need.

Currently, CLC has been belonging to its renewal registration number at Ministry of Labour and Vocational Training (MoLVT) with issued No 312190013 dated 07 August 2019. CLC focus on empowering apparel workers and those who work in informal sectors across Cambodia. Throughengagement with INSPIRE, the project will deliver impactful and sustainable results that will greatly benefit and reduce the vulnerability of formal and informalworkers in apparel industry, including their dependents. This will be achieved through the improving of access to National Social Security Fund (NSSF). Those target employees will also be empowered through training and capacity building on lobbying and advocacy to promote and safeguard their rights and benefits. This will be benefiting a total of2,000 apparel workers (50% of them are women) who work in Preah Sihanouk, Kampong Chhnang, Kampong Cham, Kampong Spue, Kandal, Svay Rieng, and Phnom Penh.
