In 2004 Oxfam Novib set up a Liaison Office in Nairobi, Kenya in order to support the Strengthening Somali Civil Society Program, at the request of the EU. This request was based on Oxfam Novib's work in Somalia to date, but intended to be more widely directed atthe entire civil society sector and the specific context in which it is operating in a post-conflict country. The program started with consulting local organisations in Somalia and Somaliland to get a complete picture of the sectors and regions where they are active, the challenges they face and the relationship between civil society, local political structures and the private sector. A program was then developed to strengthen the institutional development of Oxfam Novib's partners and those of other Oxfams, as well as a range of new NGOs. In the first year local consultants were trained in Somalia. They were then seconded to civil society organisations to build their capacity in financial and organisational management. Furthermore, workshops were organised on specific themes suchas human rights and the role of civil society in the Somali context. The Liaison Office is now going to support the expansion of the program, focussing on strengthening both organisation and project management, while facilitating more training in the fields of civic education, governance, human rights and women's rights, HIV and AIDS and child protection. Over the years, the Somalia Country Office has expanded its intervention on short term humanitarian response as well as development development interventions. In 2015/2016, a decision was reached to move the Country Programme operation, which was largely in Nairobi, from Nairobi to Hargeisa. The country office has a small office in Nairobi , Kenya and large operations office in Hargeisa, Somaliland.

On 2nd February 2020 the Ministry of Agriculture and Irrigation of the Federal Government of Somalia has declared a national emergency (see press statement in attachment) in view of the current Desert Locust upsurge that poses a major threat to Somalia#sfragile food security situation. Food sources for people and their livestock are at risk. The Desert Locust swarms are uncommonly large and consume huge amounts of crops and forage. According to locust office of the Ministry of Agriculture and HADMA latest report, there were huge swarm of Desert locust from Yemen that at the end September 2019 laid eggs in many locations in Somaliland. Despite controlefforts, a serious and widespread desert locust outbreak is threatening crops and pasture across Northern Somali regions. Accordingto experts, this is the worst outbreak in over 25 years in Somalia. The situation has rapidly deteriorated in January 2020, as weather conditions have been unusually conductive to the spread of the pest. After cyclone Pawanmade landfall in early December 2019, flooding across the Horn of Africa created favourable breeding conditions for desert locusts. These conditions allow the breeding until June 2020 and could lead to 500 times more locust with the formation of large numbers of swarm as FAO indicated in their latest Appeal . Desert Locust breeding is ongoing in Somaliland, Puntland and Galmudug (Mudug). An estimated 70,000 hectares of land has been invaded by hoppers and breeding adults. Once they mature the locusts areexpected to migrate in swarms and move south towards the Ethiopian border area of Somaliland as well as Jubaland, Southwest State and Hirshabelle. These swarms will be at their most destructive stage and pose a very severe risk to Deyr season food and fodder production. Mating adults, hoppers and swarms have been detected in Northwest Somalia (between Bulhar and Silil). Hoppers and immature adults were reported on the Northwest plateau and a swarm was detected between Burao and the Ethiopian border. Hopper bands were also reported south of Bossaso, south of Las Anod (near the Ethiopian border) and in Galmudug (near Galkayo). More swarms are likely to form along the Northwest coast and plateau, which may migrate to Djibouti, Eastern Ethiopia and SouthernSomalia. Crop and pastures have already been damaged in Somalia impacting negatively onagropastoral and pastoral households. In December 2019, it was reported that a huge number of desert locust (still at the stage of hopper bands) hatched in differentbreeding areas of Somaliland, such as coastal areas and farming land, posing a new devastating threat to crops and pasture lands.
