General
CoadyAs part of its From Open to Inclusive Governance: Global Innovate and Learn Grant-V-1885-XG-IL, Voice aims to support projectsthat challenge inequality and exclusion by strengthening the political power of those currently ignored and unheard, or who remain ignored by public opinion and power-holders. In September 2020, successful grantees from six (6) projects across East and West Africa will begin a detailed planning process towards refining how they will support excluded groups to take advantage of more than a decade of transparency, accountability and participation practice and research. The purpose of this initiative is to design and deliver a learning program to ensure grantees successfully integrate citizen-led accountability tools and strategies in their project planning and implementation. To do this, the initiative will be guided by the following objectives: • Design and deliver an online learning program aligned with Voice’s existing timeframe, milestones, key content (e.g., theory of change), available resources (including staff and key stakeholders) and deliverables for the From Open to Inclusive Governance program; • Provide grantees with a conceptual foundation, key analytical skills, exposure to a range of social accountability practices, and key considerations for strategic planning and implementation of inclusive citizen-led accountability; • Build on existing project proposals as well as grantees’ knowledge, skills, and assets to refine, deepen and detail social accountability approaches and revise project documents (Full Proposal,Theory of Change, Implementation Plan and Budget) accordingly; • Foster collaboration and co-learning by promoting and supporting critical analysis and reflection within and across project teams (and Voice staff), contributing to a community of practice and learning; and, • Capture key learnings and lessons from both the planning and implementation phases and support the development of knowledge products for broader dissemination aimed at governance and inclusion practitioners (e.g., blogs, briefs, case studies).

Actual comment
All projects are capably applying concepts and frameworks related to citizen-led accountability (CLA), as well as specific CLA practices (such as gender-responsive budgeting, community scorecards, evidence-based policy influencing). Further, many teams are able to connect these concepts and practices to broader advocacy goals as they engage with policy-makers, governments, and service providers, etc.
