Oxfam has been present in Bangladesh for 50 years and has been extending assistance to its people through various other organizations as early as 1954. Under one program approach, Oxfam aims to create an environment containing empowered, resilient communities where women and men contribute jointly to good governance and leadership across Bangladesh. Currently Oxfam in Bangladesh Bangladesh works across three thematic portfolios: climate justice and natural resource rights, economic inclusion and justice and humanitarian action and disaster resilience which are working towards the following goals: 1. Goal 1: Women and marginalized people with different social identity will have equal rights, fundamental freedoms, access to workplace dignity with robust gender policy and plans, democratic participation and will live in an environment of respecting justice and diversity 2. Goal 2: Poor, marginalized and vulnerable occupational groups, women, youth and entrepreneurs have access to dignified work and increased their power in market and gainedequitable share of economic development. 3. Goal 3: Women and men including youth impacted by climate change have power and leadership to assert their right and access to natural resources and have capacities andplatforms for strategic climate actions to reduce impact of climate risks on their lives. 4. Goal 4: Vulnerable women and men affected by conflict, disasters and climate change impacts have access to humanitarian assistance and have capacity to reduce their suffering and loss of lives through building resilience to disasters (natural – rural <(>&<)> urban and man-made) and conflicts.

Bangladesh is one of the Vulnerable20 group members and has long been leading in the front of climate adaptation and is a bold actor in the Loss <(>&<)> Damage discussion. But it is falling short in the climate finance, reasons include insufficient funding flow (linked with failure of global actors to meet the 100-billion-dollar commitment) as well as lack of access issue. At the national level, similar challenges are faced by communities to access support from government resources for climate action. The country intends to keep increasing its emissions till 2030 and more and primary reason includes rapid industrialization targets (with mostly dirty energy). This includes over a hundred (Ecological Protection Zones (EPZs) and Exclusive Economic Zones(EEZs) which will host companies and industries from rich countries. These zones are being developed at the cost of local land and water rights and will be using local resources, whereas the emissions will be booked in the name of Bangladesh. Review of this process might help understand how this process can be (and needs to be) brought back to a greener practice with clean energy sources and without harming people’s land and water rights. Oxfam in Bangladesh is focusing on the intersection of climate vulnerability and declining access to common pool natural resources like forests, wetlands, rivers and the ocean. Both the government of Bangladesh (influenced by international actors and financers) as well as private sectors (international <(>&<)> national) have liabilities to increase peoples vulnerability and trading off right over land and water and even basic human rights of the most marginalized communities in the name of climate action, biodiversity conservation or economic growth. The outcomes of the planned activities in 2022 will get us case studies and citizen propositions to support the government to claim greater access to climate finance but also to improve its local financing mechanisms toenable locally led adaptation and nature-based solutions. Bangladesh is testing a number of non-grant climate finance (GCF) mechanism as well as grants (through GCF etc) and we need to closely review them to ensure that the fair benefit of it actually reaches themost vulnerable communities or helps in the just transition process to enable more inclusive climate adaptation actions.
