Development and Partnership in Acti
Development and Partnership in Action (DPA) is a non-political, non-religious, non- partisan, non-profit making Cambodian non-governmental organization devoted to furthering community development, partnership work with Cambodian NGOs and lobbying and advocacy. DPA is the successor of CIDSE Cambodia which was established in 1979 as part of the larger CIDSE CLV programme created by a consortiumof International NGOs from Europe, Canada, Australia and New Zealand. With a mission spanning more than 25 years,the milestones andachievements of CIDSE Cambodia are significant, not least of which is moving from meeting basic daily needs of beneficiaries to focusing on strategic long-term aims of building capacity and empowering partner organizations to assist in changing their target communities lives. CIDSE Cambodia began funding CNGOS in 1993 and formally established the Partnership Programme in 1994. Due to the evolving social climate and the strong capacity and commitment of its local staff, CIDSE Cambodia decided to localize and in 1996 began a transition process which enabled the organization to emerge as DPA in January 2006. DPA assumed responsibility for all work of CIDSE Cambodia from 1 January 2006, with an emphasis on community organizing (CO) and rights-based (RB) strategies.

The Pro-SDG Responsible and Inclusive FDI project is developed base on the Oxfam HK supported Royal University of Phnom Penh to conduct a mapping research on the current status of Chinese agriculture FDI in Cambodia and its impacts. The research has caught interest from various stakeholders and Oxfam in Cambodia (OiC) decides to develop a long-term and comprehensive strategy (three years) to promote pro-SDGs, responsible and inclusive agriculture FDI that respects the rights of communities, in order to work in a more coordinated and strategic way. This one-programme project has four main long-term outcomes: 1. Policies and enforcement by national and provincial governments of screening, monitoring and regulating foreign direct investment (FDI) in agriculture are improved; 2. Increased foreign companies are committed to responsible agriculture investment; 3. Capacity of civil society and communities to hold agribusiness investors accountable and to request the government to strengthen the governance inFDI governance is improved. 4. Cambodiacontributes constructive experience of advocating for responsible agriculture investment to the region and the world. Total directbeneficiaries for the first year are estimated to be 380. Oxfam im Cambodia(OiC) is requesting $86,768 from OHK for the 12-month project ( 20 Oct 2017 # 19 Oct 2018), which accounts for 7.8% of the total annual budget of the Natural Resource Management Programme and 2.14% of the annual budget of OiC.
