The Aga Khan Development Network (AKDN) has been working in Afghanistan since 1996. The Aga Khan Foundation Afghanistan, an agency of the AKDN, has been a lead Facilitating Partner (FP) of the National Solidarity Program (NSP) since 2003, implementing NSP in over1,500 Community Development Councils (CDCs) across 35 districts of Badakhshan, Baghlan, Bamyan, Parwan, and Takhar provinces. AKF-Acurrently has over 30 active grants from over 15 donors, with an open portfolio of over USD $260 million, which has grown by approximately 50% over the last four years. AKF-A works in seven provinces, reaching 3.1 million beneficiaries, with a simple mandate: to improve the quality of life for communities in central and northern Afghanistan. In line with AKDN#s multi-input area development (MIAD) approach, AKDN implements a broad range of programs in Bamyan to maximize impact, including: educational improvement; early childhood development; community development; sub-national governance; market development and income generation; natural resource management; infrastructure; and public health promotion, improving access to quality healthcare. In Panjab and Waras, AKDN has implemented NSP from its initial phase in 2004 through to the final third phase, bringing over ten years# experience in these target districtsto make it exceptionally placed to facilitate the first phase of the Citizen#s Charter.

The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) and the Citizens Charter is the first ever inter-ministerial, multi-sectorial NPP, where Ministries will collaborate on a single program using a programmaticapproach.The key service delivery ministries involved are: MRRD, MoE, MoPH and MAIL. The Citizens# Charter will go one step further than NSPand bring the CDCs to the forefront of program delivery and all development activities thereafter. The CommunityDevelopment Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels, which will increase Government visibility and accountability. The Citizens# Charter is an important foundation for the Government#s reform agenda, contributing to a number of priority areas including: Ensuring Citizens# Development Rights; Building Better Governance; Reforming Development Planning <(>&<)> Management and Developiing Partnerships. The Citizens Charter intends to improve service delivery, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following services acrossthe country : # Basic health services # Basic education access # Improved farming technologies and the delivery of extension services # Water management, including safe drinking water, irrigation and flood control, andsanitation # Rural connectivity with tertiary roads # Rural renewable energy
