The Center for Advancement of Civil Liberties and Development (CFL) is a registered non-governmental organization (CAC/IT/NO 131617) in Nigeria with linkage volunteers in the six geo-political zones of Nigeria. CFL Head Office is domiciled in Abuja, Nigeria. VISION STATEMENT: To organize and mobilize women, youth and other Nigerians for social change, social justice and social accountability through non-violent direct actions, digital media, traditional media and open public discourse; To ensure a diligent pursuit of values reorientation, institutional reforms and social re engineering in Nigeria. MISSION STATEMENT: To build a critical mass of social change agents consisting of youths, women and other Nigerians who will resist and defeat citizens# apathy, all forms of injusticeand political impunity one action at a time. Core Values are: Integrity and Honesty, Equal Opportunities, Exclusivity and Diversity, Transparency; Accountability, and Justice CFP is a tripartite coalition of direct action groups who have been involved in several advocacies in Nigeria including the popular #SayNoToSocialMediaBill campaign, #EndSARS campaign, #NaWeBeGovernment (a nationwide social contract advocacy), #AbujaPoliceRaidOnWomen (also known as AbujaRaids) campaign, among other strategic intervention with whichthey have interacted with different rights groups, rightsholders, vulnerable groups and myriads of other Nigerians who have overtime contributed to the wealth of experience with which we now interface and engage with individuals and social issues. They consider the Digital Freedom Advocacy as an apt representation of what the coalition stands for because it deals with direct engagement, galvanizing and organizing the Nigerian people towards a commonpurpose to ensure justice and accountable democracy. Centre for the Advancement of Civil Liberties and Development (CFL) have brought this application to address impending human rights issues associated with the 'Hate Speech bill'; anti-social media bill and other bills that violate freedom of expression;currentlypending before the National Assembly. Under the project titled 'Digital Freedom'; CFL proposes 3 core strategic action point: online campaign to safeguard the rights of Nigerians to express themselves; direct action which will include 'sit-ins'at the National Assembly as a way of demonstration of dissatisfaction; stakeholders engagement- media, law makers etc. The goal is to ensure that this anti-human rights bill does not succeed and to galvanize CSOs to be more alert in protecting civic space. Key Objectives: of the project are as follows: 1. To make the demand for the withdrawal of the #Protection from Internet Falsehood and Manipulation Bill 2019# and #National Commission for the Prohibition of Hate Speeches Bill, 2019# a nationwide concern. 2. To strategically engage the leaderships of the National Assembly and progressive legislators who are opposed to the bills to influence the withdrawal of the proposed bills. 3. To prevail on the National Assembly and the Presidency that there are enough laws in the country to address the misuseof information and abuse of the social media space. 4. To strategically mobilize Nigerians to demand the withdrawal of the proposedlegislations. To achieve these objectives, the project will undertake the following actions: (a) Social Media Action: This involves creating and sustaining a social-media fad for the Digital Freedom Advocacy and enlisting nationwide support for the DFA through the same means. This action will be defined by: # Publishing op-eds on the immediate need for the National Assembly to withdraw the #Protection from Internet Falsehood and Manipulation Bill 2019# and the #National Commission for the Prohibition of Hate Speeches Bill, 2019# on international and local mediums. # Trending campaign-tailored hashtags on social media platforms including Facebook, WhatsApp, Instagram and Twitter. # Tweet-chats with opinion molders. # Instituting an online petition to enlist numerical support for the Digital Freedom Advocacy. (b) Traditional Media Engagement: This involves: # Television and Radio appearances to galvanize nationwide support for the Digital Freedom Advocacy. # Radio Jingle production and Airing to ensure nationwide awareness of the newly proposed bills and to alsoenlist nationwide support for the Digital Freedom Advocacy. (c) Direct Action and Engagement: This involves: # Press Conferences # Advocacy visit to a foreign embassy or an international body. # Non-violent Direct Mass Actions and Sit-Ins at Nigeria#s National Assembly in Abuja demanding the immediate withdrawal of the #Protection from Internet Falsehood and Manipulation Bill 2019# and the #National Commission for the Prohibition of Hate Speeches Bill, 2019.# (d) Legislative Action: As a criticalmeasure, we intend to: # Advocacy Visit to the leaderships of the National Assembly. # Strategically engage and enlist the support ofProgressive Lawmakers in the current National Assembly and Former Lawmakers on the withdrawal of the two bills.
