CCC is a member of Fair Finance Cambodia coalition, CCC has incorporated the “Fair Finance Influencing Project” into CCC’s Governance Hub Program (GHP) with the aim to contribute to influencing work through encouraging the concept of “sustainable financing” at national level (Cambodia) including cross border where possible. In alignment with Fair Finance Cambodia, the project will leverage the FFC’s approach relevant to execute its proposed interventions which has been guided by FFC’s 2021 operational plan. FFC’s approach are in the followings: • Strengthening CSOs’ capacity in contributing to the promotion of responsible finance • Facilitating awareness raising among the public on responsible finance • Increasing awareness and political will amonggovernment agencies, regulators,banks and banking associations to be more adherence to responsible and sustainable finance standards. • Supporting key stakeholdersto assume leadership in developing appropriate policies and regulatory initiatives that will improve social and environmental performance of banks. • Monitoring policies and practices of companies’ investments in relations to ESG compliance • Engaging with private companies to improve performance on ESG compliance • Promoting ESG compliance through multi-stakeholders dialogues In this regards, CCC as a member of FFC proposed to operationalize 2 main influencing works as followings: 1. Conduct face-to-face training to members of Association of Banks of Cambodia (ABC) on "Usage of FFG Methodology for Developing Responsible Credit and Investment Policies", with a focus on environment and climate change, for ABC's members by consultancy firm - Profundo. 2. Conduct a case study on ESGnegative impact of alcoholic beverage business sector towards two vulnerable groups – the under-age and women; the financial investment from banking institution within the sector; safeguard policies and policy gap of banking institution in the sector. 3.1. Overall objective Provide the overall general objective of the proposed project. The overall objectives of the proposed influencing works will contribute to the promoting for a sustainable financial sector in Cambodia, with financial sector institutions being more transparent and accountable, and adheringto ESG criteria. 3.2. Expected outcomes Provide the overall expected outcomes of the proposed project. CCC has not directly produced outcomes through implementing the proposed activities; however, the interventions proposed willcontribute partially tooverall outcomes of FFC: • Result area 1 - improved practices of financial sector actors – (financial sector actors, operating in Cambodia, adhere to ESG and HR criteria and are more transparent and accountable in relation to companies they invest inandcustomers they serve) through development of case study on ESG negative impacts of alcoholic beverage consumption and investment in Cambodia. This is to clearly find out the ESG negative impact of the beverage consumption among the two vulnerable agegroups – the under-age and women, the financial flow within the alcoholic beverage sector, the existence of Cambodian banking’s safeguard policy towards the sector as well as the policy gap from Cambodian banking actors in the sector. • Result area 4 - Stronger and wide alliances established and strengthened with FFA/CSO coalitions successfully engaged with other stakeholders at national and/or regional level; and the start-up of a regional multi-stakeholder dialogue creating the conditions for a regional multi-stakeholderinitiative on sustainable finance. This will be done through the conduct of a 1 and half day face-to-face training on the usage of FFG methodology for developing responsible credit and investment policies", with a focus on environmentandclimate change, and also social impact for ABC's members by consultancy firm - Profundo 3.3. Expected Outputs Provide the overall expected outputs of the proposed project. • Case study research report on the adherence to ESG and HR criteria by bank intheir investment decision in alcoholic beverage business produced, published and made publicly available. • A policies dialogue to promote the integration of ESG compliance into Cambodian banking’s policy to ensure more ESG compliance decision in their credit and investment towards alcoholic beverage business, conducted. • Capacity building on the usage of Fair Finance Guide International (FFGI) to Cambodia banking institutions, planned and conducted.
