Transparency International Cambodia (TI Cambodia) is a fully-accredited National Chapter of Transparency International. Our missionis to work together with individuals and institutions at all levels to promote integrity and reduce corruption in Cambodia. Transparency International Cambodia (TIC) is a chapter of Transparency International which was established in 2010. Its mission is working to fight corruption, and promote integrity, transparency, and accountability in Cambodia. Oxfam in Cambodia has been in partnership with TIC in 2016 under Finance for Development project. The initiative named “Young Budget Trackers” is created to bring together young and potential youth to contribute to policy research and advocacy on open budget, taxation, and pro-poor and FAIR tax and trade policy to the Royal Government of Cambodia to promote fiscal accountability and transparency. The initiative is proposed in line with the current strategic plan of TI Cambodia to engage and empower citizen and youth. It reflects TI Cambodia’s goal to strengthen the capacity of citizens and especially youth that serve to bring their interest around a common cause that matters to them such as fiscal accountability and transparency. Overall Objective: More open space for citizen and youth to actively engage in fiscal accountability through evident based advocacy on open budget, taxation, pro-poor and FAIR tax and trade policy at national and sub-national levels.

General
Transparency International Cambodia (TIC) is now working directly with businesses to help them take action to stop corrupt practices and limit their exposure to the costs and other risks associated with bribery and corruption. It works with the relevant government agencies, business associations and other groups of business to promote dialogue, facilitate information sharing and best practicedevelopment, and support collective advocacy to create a cleaner business environment. The Business Integrity Program (BIP) also have been engaging with the Fair Finance Coalition of Cambodia (FFC) since 2018 to enhance the legislative endorsement on ESG and Responsible Business Conducts including the best practices of sustainable finance. As part of TI Cambodia’s BIP program, Fair Finance Influencing Project operates in alignment with/to guidance of Fair Finance Cambodia’s framework in Oxfam aiming to reduce negative impacts of national and cross border investments on human rights, environmental and climate change issues through promoting a sustainable financial sector in Cambodia with financial sector institutions being more transparent and accountable and adhering to ESG criteria. TI Cambodia with Civil Society Organization (“CSO”) partners leading by Oxfam in Cambodia seeks to encourage the concept of “sustainable financing” in Cambodia under a project entitled Fair Finance Cambodia (FFC) that focuses on the adoption of ESG framework into financial sector. The strategy has been targeted at “influencers”, regulators, and policy makers to build a responsible finance sector in Cambodia; and focus on lending and credits policies, together with regulations within the Cambodian financial sector. Based on these strategies, FFC and TI Cambodia’s approach has focused on: • Strengthen CSOs’ capacity in contributing to the promotion of responsible finance • Facilitate awareness raising among the public on responsible finance • Increase awareness and political will among government agencies, regulators, banks and banking associations to be more adherence to responsible and sustainable finance standards. • Support key stakeholders to assume leadership in developing appropriate policies and regulatory initiatives that will improve social and environmental performance of banks. • Monitoring policies and practices of companies’ investments in relations to ESG compliance • Direct engagement with companies to improve performance on ESG compliance • Multi-stakeholders dialogues to promote ESG compliance The overall objectives of this project is to: 1) Advocate a sustainable financial sector in Cambodia with financial sector institutions being more transparent and accountable and adhering to ESG criteria.
