Thai Nguyen Plant Protection Sub-Department is a governmental technical agency. Its mandate is to manage the plant and crop health through enforcement of relevant policies and measures. It is part of administrative system within Thai Nguyen provincial Department for Agriculture and Rural Development; and technically reports to national-level Plant Protection Department. Thai Nguyen PPSD has been OUS's partner since September 2007. Partner vision: To ensure a viable, green and sustainable agriculture sector in Thai Nguyen province as part of efforts to reduce poverty. Partner approach: - Implement demonstrations related to plant protection - Capacity building for staffs of PPSD and farmers to apply well agricultural innovation. - Apply new experiment from other locals - Cooperate with departments, relevant bodies to implement activities. - Cooperate with non-government organizations and associations. - Care about social aspects: female, ethnic minority, poor household, poor area

Since 2007, Oxfam has been working on improving rice production techniques in Vietnam. This support is now part of the Access to Innovation and Market (AIM) project , which has been implemented in three northern provinces of Thai Nguyen, Phu Tho and Yen Bai. The goal of the project is to empower small-scale farmer men and women having increasing voice and access to livelihood options acrossthe rice value chain. In Vietnam, the AIM is currently implementing activities in three areas that designed by the previous project(Farmer Led Agriculture Innovation for Resilience (FLAIR)). First, encouraging greater support at both the provincial and national level for scaling up the system of rice intensification (SRI), a low water, agro-ecological method aimedat increasing the yield of rice. Secondly, promoting innovation among small-scale farmers. While many farmers have innovative ideas on how to improve production techniques, successful models are often not identified, recognised or promoted by local governments. Thirdly, Oxfam is improving the quality of extension services at provincial and local levels to be more responsive to the needs and interests of small-scale farmers and support farmer innovation. In FY 17, the project will focus on developing aPublic Private Partner ship (PPP) model on localrice value chain in Thai Nguyen province. This intervention aims to develop a successful model on PPP for local rice value chain development that can be adopted by public and private sectors as a right solution to benefit smallholders, especially ethnic minorities and women farmers involving in the rice value chain.
