The initiative will build strong transparency, accountability and participatory processes within producing and emerging EI sectors of six developing African nations # Ghana, Kenya, Mozambique, Tanzania, South Sudan, and Uganda # in order to bring about positive development outcomes for women, men and youth. The initiative contributes to the Norad Oil for Development (OfD) 2016-2018 Programme thematic areas: 1) environmental protection, 2) transparency in revenue generation and distribution, and 3) local participation in decision-making processes. Mozambique is a developing country on the brink of political and economic transformation. It started in early 2000 in Inhambane province with discovery of commercial quantities of gas, then followed in 2010with discoveries of natural gas reserves estimated at 150 tcf found in the Rovuma basin of Cabo Delgado province which is in the north of the country. The potential of these world class discoveries is enormous and the resulting revenue stream is set to contribute considerably to the country#s income. Parallel to that, global mining companies have made major coal sector investments in Tete province and a large number of licences have been awarded to companies from different parts of the world and they are now prospecting across Mozambique. The impact of the gas wealth can be positive if the expected revenues are used to deal to address rampant and extreme poverty and glaring inequality across thecountry.To address poverty,Mozambique government needs to urgently improveits capacity in ; public administrationon EI especially in gas and its entire value chain , the social and environment impact of gas exploitation, the resettlement process, the civil society critical engagement with the government. Activities: EI sector in Mozambique is recent, meaning that local capacity, including communities, CSOs, media and government institutions are still weak. Resultantly,a lot of activities will be focused on building capacity of the different actors like government, CSOs and monitoring corporate conduct . More specifically, the project will: (1) Monitor government EI policy and practice e.g licensing,artisanal mining,management of revenues,resettlement,gender, tax, enviormental management etc (2) Influencelaw and policy through capacity building of the legislature, media and civil society relevant regional and international transparency instruments and tools; (3) corporate accountability training and monitoring; (4) train communities and CSOs on FPIC, advocacy, communication, legislation in order to enhance their participation on decision making. Special attention will be given to youth and women as they are more vulnerable to the negative impacts of mining Relevance: This Project will enable communities from the gas-rich regions especially women and youth to have access to information, to know and demandfor their rights and participate in decision processes. his project will also promote government transparency in gas revenue and bidding processes in order to have incomes contributing to access and improvement of basic services ( Education, Health) and agriculture development.
