Southern Centre for Agricultural Policy (SCAP) of the Institute of Policy and Strategy for Agriculture and Rural development (IPSARD) is a public research agency that specializes in science and technology, operates in accordance with the mechanisms of autonomy, self - responsibility and has its own legal status with independent stamp and account. With a team of qualified staffs graduating from top universities in Vietnam and abroad, SCAP aims to become a well-known regional research institute in South East Asia, one of the most important think-tank of IPSARD and the Ministry of Agriculture and Rural Development of Vietnam, as well as a reputable research institute for both Vietnamese and international partners. SCAP functions as a policy consultant in agricultural and rural development policy for the Party, National Assembly, Government, Ministry of Agriculture and Rural Development, state agencies, international organization and private enterprise.

General
The Mekong Delta region, located in the southern part of Vietnam, plays a critical role in both social and economic development of the country. As a low-lying, flat delta situated at the furthest downstream part of the Mekong Basin, the Mekong river system has diverse types of water including freshwater, brackish-water, and saline-water. Today, the delta#s water resources are faced with 3 major challenges including climate change, internal development missteps, and the upstream Mekong hydropower. All the three challengesare heavily affecting water resources of the delta. The goal of the project is that development decisions essentially relating to water resources for the Mekong Delta are well-informed, based on sound science, and in-depth understanding of the delta#s systems, capacities and culture. This overall goal can be reached by achieving the following objectives: # Objective 1: The Mekong Delta Concerned Scientists engaged in important discussions to ensure that the development strategies,principles, and approaches set out by the Prime Minister including water resources development at the delta conference on Sept 26-27, 2017 will be properly implemented. # Objective 2: The members of the PM#s AC are updated on the emerging issues regarding the development and adaptation of the Mekong Delta on regular and ad-hoc bases as needed, so that the Prime Minister and the government is well aware of the issues and concerns ofthe delta#s stakeholders, essentially the poor and women. # Objective 3: The media (newspapers and television journalists) gained an in-depth understanding of the natural, social, and economic systems of the Delta, so that they are able to publish information with quality analysis. Each of the 10 journalists participating in a delta tour will publish an article on the delta issues with quality in-depth analysis.
