<![CDATA[Natural water scarcity in the Brazilian federal district Distrito Federal, which is located in the highlands of Brazil, is projected to continue to increase due to population growth on the one hand, infrastructure deficits on the other, as well as the consequences of climate change such as temperature increase, longer heat periods and more erratic precipitation patterns. In the infrastructure sector, water losses in the drinking water network (around 35% in 2021) and deficits in the existing wastewater treatment plants, among other things, are a burden on water as a resource. Overall, the long-term supply of the population in the capital district with drinking water and wastewater services is not ensured in the long term, as it became clearly visible recently during the water crisis of 2016 - 2018, when parts of the population in Brazil's capital district had to live with water rationing for months. The objective of the FC project is therefore to strengthen the sustainable supply of high-quality drinking water and wastewater services to the urban population in Brazil's capital district, taking into account the effects of climate change . In order to achieve this, measures to reduce water losses in the drinking water system and the expansion or rehabilitation of existing wastewater treatment plants in the Federal District are to be financed. In this way, contributions to the protection of the environment and especially of the resource water are to be made, and the climate resilience of cities is to be increasedA development loan of up to EUR 50 million is to be made available for the project as a subsidized loan. The loan agreement is expected to be signed in 2023. Die natürliche Wasserknappheit im brasilianischen Bundesdistrikt Distrito Federal, der im Hochland Brasiliens liegt, wird durch das Bevölkerungswachstum einerseits, Infrastrukturdefizite andererseits sowie die Folgen des Klimwandels wie Temperaturanstieg, längere Hitzeperioden und erratischere Niederschlagsmuster künftig weiter zunehmen. Im Infrastukturbereich belasten u.a. die Wasserverluste im Trinkwassernetz (2021 rd. 35 %) sowie die Defizite in den bestehenden Kläranlagen die Ressource Wasser. Insgesamt ist die langfristige Versorgung der Bevölkerung im Hauptstadtdistrikt mit Trink- und Abwasserdienstleistungen nicht langfristig sichergestellt, wie zuletzt währen der Wasserkrise 2016 - 2018 deutlich sichtbar wurde, als Teile der Bevölkerung in Brasiliens Hauptstadtdistrikt über Monate mit Wasserrationierungen leben musste. Ziel des FZ-Vorhabens ist es daher, unter Berücksichtigung der Auswirkungen des Klimawandels die nachhaltige Versorgung der städtischen Bevölkerung im brasilianischen Hauptstadtdistrikt mit hochwertigen Trink- und Abwasserdienstleistungen zu stärken (Modulziel). Hierzu sollen Maßnahmen zur Reduzierung von Wasserverlusten im Trinkwassersystem und der Ausbau bzw. die Rehabilitierung bestehender Kläranlagen im Bundesdistrikt finanziert werden. Auf diesem Weg sollen Beiträge zum Schutz der Umwelt und speziell der Ressource Wasser geleistet und die Klimaresilienz von Städten gesteigert werden (entwicklungspolitisches Ziel).Für das Vorhaben soll ein FZ-Entwicklungskredit von bis zu 50 Mio. Euro als zinsverbilligtes Darlehen zur Verfügung gestellt werden. Der Darlehensvertrag soll voraussichlitch 2023 unterzeichnet werden. Hinzu kommt ein Eigenbeitrag des Partners in Höhe von rd. 12,50 Mio. Euro.Projektträger und Kreditnehmer ist das Wasserversorgungsunternehmen des Bundesddistrikts, die Companhia de Saneamento Ambiental do Distrito Federal (CAESB).

Ziel des FZ-Moduls ist es, unter Berücksichtigung der Auswirkungen des Klimawandels eine nachhaltige Versorgung der Bevölkerung in ausgewählten brasilianischen Städten mit hochwertigen Trink- und Abwasserdienstleistungen sicherzustellen. Dies trägt zum Schutz derUmwelt und speziell der Ressource Wasser und somit zur Steigerung der Klimaresilienz der Städte bei (entwicklungspolitisches Ziel).
