Die weiterhin niedrige Elektrifizierungsrate in peri-urbanen und vor allem in ländlichen Regionen Ugandas stellen in Kombination mit einem sehr niedrigen Elektrizitätsverbrauch pro Einwohner ein relevantes Entwicklungshemmnis im wirtschaftlichen und sozialen Bereich dar. Das GET ACCESS Vorhaben setzt an dieser Problemlage an und ziel darauf ab, die Versorgung entlegener ländlicher Regionen mit klimafreundlicher erneuerbarer Energie für Haushalte, Gewerbebetriebe und soziale Institutionen zu verbessern. Das Modul ist Teil des EZ-Programms Grüne Transformation zur Förderung eines bezahlbaren, zuverlässigen und klimaneutralen Zugangs zu Energie in Uganda. Wesentliche Maßnahmen zur Zielerreichung sind die Förderung des Baus und Betriebs dezentraler, solarbetriebener Dorfstromanlagen in rund 130 Dörfern sowie die Förderung der produktiven Nutzung von Energie, wobei gezielt frauengeführte Unternehmen unterstützt werden. Das GET ACCESS Projekt baut auf dem Ansatz und den Erfahrungen aus dem durch die GIZ pilotierten Pro Minigrid Vorhaben auf.Projektträger ist das ugandische Energieministerium. Die Maßnahme soll durch die Ausschreibung von Subventionen an private Projektentwickler für Bau und Betrieb der Dorfstromanlagen als PPP-Maßnahme umgesetzt werden. Das Vorhaben wird in vier Clustern in Paloyrinya - Maaji, Kalangala-Wakiso, Buvuma East - buvuma West und Lake Albert umgesetzt. Diese Regionen verfügen über Wachstumspotentiale in der Fischerei und Landwirtschaft, welche parallel durch die Maßnahmen zur Stärkung der produktiven Nutzung von Energie unterstützt werden. Direkte Zielgruppe des Vorhabens sind lokal ansässigen Haushalte, Unternehmen und öffentliche Institutionen. Es sollen etwa 25.000 Haushalte erreicht werden.Die Gesamtkosten des Vorhabens belaufen sich auf etwa 35,50 Mio. EUR., finanziert werden diese mittels Beiträgen vom deutschen BMZ (15 Mio. EUR), der EU (10 Mio. EUR), der ugandischen Regierung (5 Mio. EUR) und privater Entwickler (5,25 Mio. EUR).
The persistently low electrification rate in peri-urban and especially remote rural regions of Uganda, combined with very low per capita use of electricity, represent a relevant constraint for the socio-economic development in Uganda. The GET ACCESS project tackles this issue, by aiming to improve supply of climate-friendly, renewable energy to households, businesses, and social institutions in remote rural areas. It is part of the FC-programme 'Green transformation to support affordable, reliable, and climate-neutral access to energy in Uganda'. Key measures to achieve the goal include promoting the construction and operation of off-grid, solar minigrids in around 130 villages. Moreover, productive use of energy shall be promoted, while predominantly targeting women-led enterprises. Thus, the GET ACCESS scheme builds on the approach and experience of the 'Pro Minigrid' project piloted by GiZ.The project executing agency is the Ministry of Energy and Mineral Development of Uganda. The intervention will be implemented as a PPP measure through a tender for subsidies to private project developers for the construction, operation, and maintenance of the minigrids. As project site the four clusters in Palorinya - Maaji, Kalangala-Wakiso, Buvuma East - Buvuma West and lake Albert have been selected. These regions show growth potential in fisheries and agriculture. The realization of these potentials is to be promoted in parallel through measures aimed at strengthening the productive use of energy. Local households, companies and public institutions are the project's direct target group. About 25.000 households are to be reached.The total cost of the project is approximately EUR 35.50 million, financed by contributions from the Federal Ministry for Economic Cooperation and Development of the Federal Republic of Germany (EUR 15 million), the EU (EUR 10 million), the Ugandan Government (EUR 5 million) and contributions from private developers (EUR 5.25 million).
