Das Vorhaben dient dem Hochwasser- und Küstenschutz an drei Standorten Bulgariens. In der an der Donau liegenden Gemeinde Russe wird der Hochwasserschutz durch einen 3,4 km lan-gen ökologischen Gewässerausbau des durch die Gemeinde fließenden Flusses Russenski Lom verbessert. Am Programmstandort Silistra wird eine ca. 800 m lange Lücke in der vorhan-denen Hochwasserschutzanlage entlang der Donau geschlossen. In der an der Schwarzmeer-küste liegenden Stadt Pomorie soll durch eine Uferbefestigung der Küstenbereich auf einer Länge von ca. 3,5 km vor Erosion geschützt werden. Das Vorhaben leistet damit einen wesentlichen Beitrag zur Anpassung Bulgariens an den Kli-mawandel und zur Verbesserung der Lebensbedingungen der Bevölkerung in den Programm-regionen.Die geschätzten Gesamtkosten des Investitionsvorhabens belaufen sich derzeit auf ca. 43,6 Mio. EUR. Die Finanzierung erfolgt durch einen Entwicklungskredit in Höhe von 34,4 Mio. EUR (Integrierte Verbundfinanzierung und Haushaltsmittel) sowie einen Eigenbeitrag durch das Mi-nisterium für Regionalentwicklung und Städtebau in Höhe von ca. 9,2 Mio. EUR. Etwaige Rest-mittel aus den Einzelvorhaben sollen in beiderseitigem Einvernehmen für ähnliche Maßnahmen eingesetzt werden.
