Ce projet mené par Aide à l’enfance Canada, qui bénéficie du soutien du Canada, vise à accroître l’efficacité des opérations de paix de l’Organisation des Nations Unies (ONU) en vue de prévenir le recrutement et l’utilisation d’enfants soldats. Il est axé, d'abord, sur le renforcement de la coordination entre les soldats du maintien de la paix de l’ONU et les autres acteurs de la protection de l’enfance, afin de poursuivre les activités de protection de l’enfance au terme de la mission de maintien de la paix, puis, sur l’amélioration de la compréhension qu’ont les États membres de l’ONU de la manière de mettre en œuvre les Principes de Vancouver. Les activités du projet comprennent : 1) mener des recherches sur les besoins en matière de protection de l’enfance en Somalie et au Soudan du Sud; 2) réviser et renforcer la politique nationale de protection de l’enfance et le mécanisme d’établissement de rapports en Somalie et au Soudan du Sud, ainsi que dans l’Union africaine (UA) et les organisations non gouvernementales (ONG) locales; 3) assurer la coordination d’ateliers entre les missions de l’ONU, l’UA et les ONG locales sur les pratiques exemplaires relatives aux départs d’enfants soldats de groupes armés et à la réinsertion des enfants soldats actuels et anciens.
This project, through Save the Children Canada, with Canada’s support, aims to increase the effectiveness of United Nations (UN) peace operations to prevent the recruitment and use of child soldiers. It does so, firstly, by enhancing coordination between UN peacekeepers and other child protection actors to continue child protection efforts after the peacekeeping mission ends, and, secondly, by improving the UN member states’ understanding of how to implement the Vancouver Principles (VPs). Project activities include: (1) conducting research on child protection needs in Somalia and South Sudan; (2) revising and strengthening the national child protection policy and reporting mechanism in Somalia and South Sudan, the African Union (AU), and local non-government organizations (NGOs); and (3) coordinating workshops between UN missions, the AU, and local NGOs on best practices for leaving armed groups and reintegration of current and former child soldiers.

Les résultats escomptés de ce projet comprennent : 1) une meilleure connaissance des obstacles à l’avancement des Principes de Vancouver; 2) une sensibilisation et un engagement accrus des pays contributeurs de troupes et de policiers de l’ONU en ce qui concerne les obstacles à la mise en œuvre des Principes de Vancouver; 3) le renforcement des mécanismes nationaux et communautaires de suivi, d’établissement de rapports et de documentation favorisant l’égalité des genres et portant sur le recrutement et l’utilisation d’enfants associés aux forces armées et aux groupes armés; 4) le renforcement des capacités du personnel de la mission et des acteurs de la protection de l’enfance en Somalie et au Soudan du Sud à prévenir le recrutement et l’utilisation d’enfants associés aux forces armées et aux groupes armés et à intervenir dans ces situations; 5) une meilleure mobilisation des missions de l’ONU, de l’UA et des acteurs communautaires pour ce qui est de surveiller le recrutement et l’utilisation des enfants associés aux forces armées et aux groupes armés, d’établir des rapports à ce sujet et d’intervenir rapidement; 6) une participation accrue des groupes concernés au sein des communautés pour ce qui est de représenter les intérêts des enfants. Le résultat ultime escompté du projet est d’accroître l’efficacité des opérations de maintien de la paix de l’ONU en vue de prévenir le recrutement et l’utilisation d’enfants soldats.
The expected outcomes of this project include: (1) increased evidence on barriers to advancing the VPs; (2) enhanced awareness and engagement amongst UN Troop and Police Contributing Countries regarding barriers to advancing the VPs; (3) strengthened national and community level gender-responsive monitoring, reporting and documenting mechanisms on the recruitment and use of Children Associated with Armed Forces and Armed Groups (CAAFAG); (4) enhanced capacity of mission personnel and child protection actors in Somalia and South Sudan on the prevention of and response to recruitment and use of CAAFAG; (5) enhanced engagement among UN Missions, the AU, and community actors in monitoring, reporting and early response interventions regarding the recruitment and use of CAAFAG; and (6) increased participation of affected groups in the community in representing children’s interests. The expected ultimate outcome of the project is to increase the effectiveness of UN peace operations to prevent the recruitment and use of child soldiers.
