Le projet vise à favoriser une gouvernance plus ouverte, inclusive et sensible au genre en Dominique, à la Grenade, à Sainte-Lucie et à Saint-Vincent-et-les Grenadines. Dans le cadre de cette initiative, une équipe d’experts en matière d’égalité des genres et d’inclusion sociale est déployée afin de renforcer la capacité des institutions publiques à s’attaquer aux problèmes d’égalité des genres les plus pressants auxquels sont confrontés les femmes, les filles et les groupes marginalisés dans ces quatre pays des Caraïbes orientales. L’équipe les aide à concevoir et à fournir des programmes et des services publics qui répondent mieux à leurs besoins et à en établir le budget. L’initiative de Plan directeur pour l’égalité des genres vise également la collaboration avec les gouvernements pour créer une culture de participation des citoyens entre les gouvernements et les personnes qu’ils servent, en mettant l’accent sur la création de liens avec les femmes et les filles les plus pauvres et les plus vulnérables. Les activités de ce projet comprennent : 1) fournir une aide technique aux institutions publiques en vue de la conception et de la mise en œuvre de politiques, de programmes et de services publics prenant en compte les questions de genre; 2) concevoir des mécanismes pour veiller à ce que les institutions publiques soient plus ouvertes et transparentes pour les femmes, les filles et les organisations de défense des droits des femmes, en intégrant notamment des exercices de responsabilisation, des salons institutionnels et des campagnes de communication; 3) organiser des réunions régionales avec des représentants des institutions publiques, de la Communauté des Caraïbes (CARICOM) et des organisations de défense des droits des femmes afin d’échanger des bonnes pratiques et des leçons apprises sur la façon de traiter les problèmes d’égalité des genres les plus pressants auxquels les femmes et les filles sont confrontées.
This project aims to foster more open, inclusive, and gender-responsive governance in Dominica, Grenada, Saint Lucia and St. Vincent and the Grenadines. The initiative deploys a team of gender equality and social inclusion experts to strengthen the capacity of public institutions to address pressing gender equality issues faced by women, girls and marginalized groups in these four Eastern Caribbean countries. It assists them to design, deliver and budget for public programs and services that better serve their needs. Blueprints for Gender Equality also works with governments to build a culture of citizen engagement with governments and the people they serve, with a focus on connecting with the poorest and most vulnerable women and girls. Project activities include: (1) delivering technical assistance to public institutions to design and deliver more gender-responsive public policies, programs, and services; (2) designing mechanisms to ensure public institutions are more open and transparent to women, girls and women’s rights organizations, including accountability exercises, institutional fairs and communication campaigns; and (3) organizing regional meetings with representatives from public institutions, the Caribbean Community and women’s rights organizations to share good practices and lessons learned on how to address the most pressing gender equality issues faced by women and girls.

The expected outcomes for this project include: (1) enhanced gender-responsive public policies, strategies and practices to address the most pressing gender equality issues faced by the poorest and most vulnerable women and girls in all their diversity in targeted Caribbean countries; (2) increased effective delivery of gender-responsive public programs and services that address the most pressing gender equality issues faced by the poorest and most vulnerable women and girls in all their diversity in targeted Caribbean countries; and (3) improved collaboration and dialogue across public institutions in targeted Caribbean countries on the most pressing gender equality issues faced by the poorest and most vulnerable women and girls in all their diversity.

Parmi les résultats obtenus jusqu'en mars 2023 : 1) l’embauche par Cuso International du personnel du projet dans les quatre pays participants des Caraïbes orientales (Dominique, Grenade, Sainte-Lucie et Saint-Vincent-et-les Grenadines); 2) la réalisation par 40 ministères des quatre pays participants d’une évaluation des besoins participatifs à la fois ouverte, inclusive et axée sur le genre, en utilisant des outils axés sur le genre pour éclairer la conception finale des activités du projet; 3) la tenue du premier comité directeur régional du projet virtuellement en décembre 2022; 4) le lancement officiel du projet à la Grenade en mars 2023, en présence de hauts responsables grenadiens, dont le ministre du Développement social et communautaire, du Logement et de l’Égalité entre les sexes.
Results achieved as of March 2023 include: (1) Cuso International completed hiring of project staff in all four participating Eastern Caribbean countries (Dominica, Grenada, Saint Lucia and Saint Vincent and the Grenadines); (2) 40 ministries across all four participating countries completed an open, inclusive gender-responsive participatory needs assessment, using gender-responsive tools to inform the final design of project activities; (3) held the first regional project steering committee virtually in December 2022, attended by high-level government officials from all four participating countries; and (4) officially launched the project in Grenada in March 2023 and attended by high-level Grenadian officials, including the Minister for Social and Community Development, Housing and Gender Affairs.
