Le projet appuie le mécanisme de financement pour la stabilisation en Iraq, soit le principal mécanisme employé par la communauté internationale pour faire progresser les efforts de stabilisation et de redressement rapide dans les zones libérées qui ne sont plus contrôlées par Daech, y compris les villes dévastées comme Mossoul et Ramadi. Ce mécanisme aide le gouvernement irakien en facilitant le retour en toute sécurité des personnes déplacées sur le territoire aux localités libérées. Le projet appuie aussi le rétablissement de l’Iraq à la suite du conflit en finançant, au titre du mécanisme, des initiatives axées sur les moyens de subsistance, qui peuvent avoir des retombées en matière de développement à long terme. Les activités du projet comprennent : 1) offrir des possibilités de travail contre rémunération aux femmes, par exemple des travaux de réhabilitation légers dans les installations et les écoles publiques; 2) offrir des possibilités d'emploi à long terme aux jeunes et aux femmes entrepreneurs, par le biais de subventions en espèces et d'un soutien aux capacités des petites et moyennes entreprises; 3) revitaliser le secteur agricole pour soutenir les agriculteurs et leurs familles dans les zones rurales et contribuer à améliorer leur sécurité alimentaire; 4) soutenir la jeune main-d'œuvre irakienne par la réhabilitation des installations du Centre de ressources pour étudiants sur les campus universitaires, des programmes de compétences essentielles et la participation des entreprises du secteur privé à des salons de l'emploi et à des stages d'apprentissage.
The project supports the Funding Facility for Stabilization (FFS) in Iraq, the international community’s primary mechanism for advancing stabilization and early recovery efforts in areas that have been liberated from Daesh, including devastated cities such as Mosul and Ramadi. The FFS assists the Government of Iraq in facilitating the safe return of internally displaced persons to liberated communities. This project also supports Iraq’s recovery from conflict by funding FFS initiatives that have the potential for longer-term development impact, with a focus on livelihoods projects. Project activities include: (1) providing cash-for-work opportunities to women, such as light rehabilitation work at public facilities and schools; (2) providing long-term employment opportunities for youth and women entrepreneurs, through cash grants and capacity support to small and medium-sized enterprises; (3) revitalizing the agriculture sector to support farmers and their families in rural areas and contribute to their enhanced food security; and (4) supporting the young labour force of Iraq through rehabilitation of Student Resource Centre facilities on university campuses, critical skills programs, and engagement of private sector companies/businesses in job fairs and apprenticeships.

Immediate post-emergency reconstruction and rehabilitationSocial and economic rehabilitation in the aftermath of emergencies to facilitate recovery and resilience building and enable populations to restore their livelihoods in the wake of an emergency situation (e.g. trauma counselling and treatment, employment programmes). Includes infrastructure necessary for the delivery of humanitarian aid; restoring pre-existing essential infrastructure and facilities (e.g. water and sanitation, shelter, health care services, education); rehabilitation of basic agricultural inputs and livestock. Excludes longer-term reconstruction ('build back better') which is reportable against relevant sectors.

Parmi les résultats obtenus jusqu'à la fin du projet (décembre 2020) : 1) l'achèvement de 2 678 projets de stabilisation à Anbar, Diyala, Kirkouk, Ninive et Salah al- Din, au profit de 11 144 776 Irakiens (dont 5 580 938 femmes) depuis la création du Mécanisme de financement pour la stabilisation en 2015; 2) la participation de 35 920 personnes, dont 14 793 jeunes et 5 562 femmes, à des opportunités de travail réalisées contre rémunération; 3) l'octroi de 3 481 subventions aux petites entreprises, dont 2 628 pour les femmes; 4) l'octroi de 6 218 petites subventions accordées aux ménages dirigés par des femmes.
Results achieved as of the end of the project (December 2020) include: (1) the completion of 2,678 stabilization projects in Anbar, Diyala, Kirkuk, Ninewa and Salah al-Din, benefiting 11,144,776 Iraqis (of which 5,580,938 women) since the Funding Facility for Stabilization’s inception in 2015; (2) the participation of 35,920 people, including 14,793 youth and 5,562 women, in completed cash-for-work opportunities; (3) the provision of 3,481 small business grants, including 2,628 for women; and (4) the provision of 6,218 small grants provided to women-headed households.
