Ce projet vise à stimuler le développement économique et social durables en Mongolie en renforçant la capacité des institutions publiques et des communautés locales à gérer efficacement le secteur extractif. Ce projet a été conçu pour améliorer la gestion du secteur extractif par le secteur publique de façon à maximiser sa contribution au développement économique et social durable grâce à une gestion responsable des ressources. Les activités de ce projet comprennent : (1) dispenser une formation sur le leadership à des femmes fonctionnaires et au personnel des parties prenantes occupant des positions clés, afin de soutenir et d’encourager les femmes à assumer des rôles de gestionnaire; (2) dispenser une formation aux communautés et aux personnels clés en matière de négociation, de médiation et de résolution de conflits afin de promouvoir des relations efficaces et équitables entre les intervenants du secteur des ressources; (3) renforcer les capacités d’utilisation des approches sensibles au genre dans le suivi des plans de mise en œuvre des niveaux provincial et local; et (4) développer une plate-forme web conviviale pour héberger un portail d’information provenant de sources librement accessibles.
The project aims to stimulate sustainable economic and social development in Mongolia by strengthening the capacity of public institutions and local communities to effectively manage the extractive sector. It is designed to enhance public sector management of the extractive sector in order to maximize its contribution to sustainable economic and social development through responsible resource management. Project activities include: (1) providing leadership training to women civil servants and stakeholder staff in key positions to support and encourage women to assume management roles; (2) providing training to communities and key staff in negotiation, mediation and conflict resolutions skills to promote effective and equitable relations between resource sector stakeholders; (3) building capacity in using gender-sensitive approaches in monitoring implementation plans at provincial and local levels; and (4) developing the web platform for a user-friendly and open source Knowledge Portal.

Les résultats escomptés de ce projet comprennent : 1) amélioration des pratiques de gestion sensibles au genre des principaux partenaires du secteur public impliqués dans le secteur minier et pétrolier ; 2) renforcement de la collaboration des partenaires nationaux et locaux du secteur public mongol avec les principales parties prenantes touchées par les activités du secteur minier et pétrolier ; et 3) accès amélioré à une formation de qualité et aux outils de partage des connaissances tenant compte de la dimension genre fournis par les universités et institutions de Mongolie.
The expected outcomes for this project include: (1) Enhanced gender sensitive management practices of key public sector partners involved in the mining and petroleum sector; (2) Enhanced collaboration of national and local level Mongolian public sector partners with key stakeholders impacted by mining and petroleum sector activity; and (3) Improved access to quality gender sensitive training and knowledge sharing tools provided by Mongolian universities and institutions.

Parmi les résultats obtenus en novembre 2018 : (1) la capacité des principaux organismes du secteur public et des principales parties prenantes du secteur des ressources à planifier, gérer et surveiller efficacement les politiques et les procédures institutionnelles s’est accrue; (2) les processus d’engagement communautaire et de négociation avec des entreprises de la province de Dornod ont été facilités, ce qui a conduit à la signature de 16 accords de coopération locale avec des entreprises du secteur extractif; (3) l’organisation de 13 réunions d’engagement communautaire pour plus de 700 personnes, ce qui a permis d’accroître la sensibilisation et la compréhension des communautés affectées par les impacts et les opportunités de l’exploitation minière; et (4) la finalisation et le lancement du portail d’information, une plate-forme d’apprentissage en ligne et de partage d’information.
Results achieved as of November 2018 include: (1) the ability of key public sector agencies and key stakeholders involved in the resource sector to effectively plan, manage and monitor institutional policies and procedures was increased; (2) facilitated community engagement processes and negotiations with companies in Dornod province, which led to signing 16 Local Cooperation Agreements with extractive sector companies; (3) organized 13 community engagement meetings for over 700 community members, which increased awareness and understanding amongst communities affected by mining impact and opportunities; and (4) finalized and launched the Knowledge Portal, a public eLearning and information sharing platform.
