At the strategic level, the project aims to contribute to strengthening regional integration, intra-regional trade growth as well as protecting the Togolese and Beninese coastlines. Specifically, the project aims to: (i) improve the level of service of the transport logistics chain and traffic flow on the Abidjan-Lagos Corridor as well as improve the living conditions of the populations in the PIA; and (ii) strengthen the climate resilience of infrastructure in coastal areas in both Togo and Benin.

Au niveau stratégique, le projet vise à contribuer au renforcement de l'intégration régionale, à la croissance des échanges intra-régionaux et à la protection des côtes togolaise et béninoise. Spécifiquement, le projet vise à : (i) améliorer le niveau de service de la chaîne logistique de transport et la fluidité du trafic sur le corridor Abidjan - Lagos ainsi que les conditions de vie des populations dans la Zone d'influence du projet (ZIP) ; et (ii) renforcer la résilience climatique des infrastructures de la zone côtière, au Togo comme au Bénin.

Le Projet de réhabilitation de la route Lomé-Cotonou (Phase II) et de protection côtière fait partie du Corridor Abidjan-Lagos identifié comme l’épine dorsale du développement économique et social de la sous-région, et considéré de ce fait comme étant la première priorité du Programme de développement des infrastructures en Afrique (PIDA) de l'Union africaine (UA) et du Programme régional de facilitation des transports de la CEDEAO. Le présent projet porte sur le tronçon Lomé - Cotonou de ce corridor qui constitue aussi un maillon essentiel de la route Communautaire CU1 de l’Union économique et monétaire ouest africaine (UEMOA). Il constitue une nouvelle étape dans la protection de l’ensemble du littoral togolais et béninois dans la mesure où il permettra de doter les deux pays d’un programme cohérent, complet et multidimensionnel de lutte contre l’érosion côtière. La phase 1, déjà en cours d’exécution, porte sur l’aménagement au Bénin, de la section Pahou -Ouidah - Hillacondji ainsi que la construction d'un Poste de contrôle juxtaposé (PCJ) à la frontière entre le Togo et le Bénin. La phase II, objet du présent appui, est axée sur l'aménagement de la section Avépozo - Aného (30 km) en 2 x 2 voies qui permettra de compléter le chaînon manquant sur la portion togolaise du corridor. Le projet comprend, en outre, (a) les travaux de protection côtière notamment la construction de 28 épis et le rechargement en sable ainsi que les études de protection côtière au Togo et au Bénin, (b) les aménagements connexes et activités en faveur des jeunes et des femmes, (c) les mesures de facilitation du transport et du transit, l’équipement du poste de contrôle juxtaposé, la formation / sensibilisation des services frontaliers et des usagers, et (d) l’appui à la gestion et au suivi du projet. Le projet sera mis en oeuvre entre janvier 2017 et décembre 2021. Le coût total (HT/TD) du projet est estimé à 134 341 millions d’UC.

The Lomé-Cotonou Road Rehabilitation (Phase II) and Coastal Protection Project is part of the Abidjan-Lagos Corridor identified as the backbone of the economic and social development of the sub-region, and therefore considered as a priority under the African Union Program for Infrastructure Development in Africa (PIDA) and the ECOWAS Regional Transport Facilitation Programme. This project focuses on the Lomé-Cotonou section of the Corridor, which is an essential link in the Community Road (CU1) within the West African Economic and Monetary Union (WAEMU) zone. It represents a new step in the protection of the entire coastline of Togo and Benin as it will provide both countries with a coherent, comprehensive and multidimensional program to curtail coastal erosion. Phase 1, already in progress, focuses on the rehabilitation in Benin of the Pahou-Ouidah-Hillacondji road section and the construction of a Juxtaposed Border Post (JBP) at the border between Togo and Benin. Phase II, object of this support, focuses on (a) Upgrading Avépozo-Aného road section (30 km) into 2x2 lanes, which will complete the missing link on the Togolese stretch of the Abidjan-Lagos Corridor. In addition, the project includes (b) Coastal protection works including the construction of 28 groynes and beach nourishment as well as coastal protection studies in Togo and Benin; (c) Ancillary works and support to pro youths/gender economic activities; (d) Transport and transit facilitation measures, construction of one Juxtaposed Border Post (JBP), Training/sensitisation campaign for border services and users, and (d) Support to project management and monitoring. The project will be implemented between January 2017 and December 2021. The project’s total cost, excluding taxes and customs duties, is estimated at UA 134,341 million.

Les principaux bénéficiaires du projet sont les populations riveraines sur le littoral béninois et togolais. L'exécution du volet sur la protection du littoral contribuera à préserver les vies humaines et les activités socio-économiques de la zone côtière. S’agissant de son volet routier, le projet bénéficiera directement aux usagers du transport ainsi qu'aux 2,5 millions de personnes (1,5 million au Bénin et 1 million au Togo) vivant dans la zone entre Lomé et Cotonou. Les agriculteurs et les commerçants, qui à travers le désenclavement des zones de production et les nouvelles facilités offertes d’écoulement des marchandises, tireront profit de la nouvelle route et des aménagements connexes. Il favorisera, enfin, l'accroissement des échanges et le renforcement de la coopération entre les pays de la CEDEAO en général, et entre le Bénin et le Togo, en particulier. Le projet aura un impact positif sur les femmes et les jeunes grâce à l’amélioration de leur accès aux activités socio-économiques et à la création d'emplois plus formels et mieux rémunérés.

The main beneficiaries of the project are the populations living on the Beninese and Togolese coasts. The implementation of the coastal protection component will contribute to the preservation of human lives and socio-economic activities in the coastal zone. With regard to its road component, the project will directly benefit transport users and the 2.5 million people (1.5 million in Benin and 1 million in Togo) living in the area between Lomé and Cotonou. Farmers and traders who, through the opening up of production areas and the new facilities offered for the sale of goods, will benefit from the new road and related facilities. Finally, it will promote increased trade and cooperation between ECOWAS countries in general, and between Benin and Togo in particular. The project will have a positive impact on women and young people by improving their access to socio-economic activities and by creating more formal and better paid jobs.
