L'objectif de développement du projet était de démontrer comment les risques liés au changement climatique et la résilience peuvent être intégrés dans la planification et la mise en œuvre des politiques de développement de base et de fournir des incitations à l'intensification des actions de résilience au changement climatique, en s'appuyant sur d'autres initiatives en cours et en initiant un changement transformationnel. L'objectif et la finalité du projet étaient bien alignés sur la politique et la stratégie de développement du pays en matière de changement climatique, la vision 2040 et le plan de développement national II, ainsi que sur la stratégie de développement de la croissance verte de l'Ouganda (UGGDS 2017/18 -2029/30). La stratégie comporte huit résultats en matière de développement, dont un lié à l'atténuation du changement climatique et à l'adaptation à celui-ci.

The project’s development objective was to demonstrate ways in which climate change risks and resilience can be integrated into core development policies planning and implementation and to provide incentives for the scaling up of climate change resilience actions, building on other ongoing initiatives and the initiation of transformational change. The project development objective and purpose were well aligned to the country’s climate change development policy and strategy, the vision 2040 and National Development Plan II as well as alignment to the Uganda Green Growth Development Strategy (UGGDS 2017/18 –2029/30). The strategy has eight development outcomes with one related to Climate change mitigation and adaptation.
