Objectives
L'objectif du programme est de soutenir les efforts du gouvernement tunisien pour répondre à COVID19 et atténuer ses impacts économiques et sociaux sur les entreprises et les ménages locaux, en particulier les pauvres. L'appui du programme à ces derniers s'inscrit pleinement dans le cadre du programme prioritaire du FAD-15 sur la prise en compte et la prévention de la fragilité et de la vulnérabilité. En accord avec le plan du gouvernement tunisien pour faire face à la crise, les objectifs politiques opérationnels du programme soutiendront la mise en œuvre du plan national de réponse à COVID-19 (NCRP) et du Fonds d'action sociale de Tanzanie (TASAF).
The goal of the program is to support GoT’s efforts to respond to COVID19 and mitigate its economic and social impacts on local businesses and households, particularly the poor. The program’s support of these is fully aligned with ADF-15 priority agenda on the addressing and preventing fragility and vulnerability. Consistent with GoT’s plan to address the crisis, the operational policy objectives of the program will support the implementation of the National COVID-19 Response Plan (NCRP) and Tanzania Social Action Fund (TASAF).
General
La présente intervention porte sur un prêt de 36 millions d'UC à la République unie de Tanzanie sur l'allocation basée sur la performance du FAD-15 pour financer le programme d'appui budgétaire à la réponse aux crises (TCRBSP). Cette opération est préparée conformément à la Facilité de réponse COVID-19 du Groupe de la Banque (CRF) et en réponse à une demande du gouvernement tanzanien datée du 23 avril 2020. En effet, le premier cas de COVID-19 enregistré en Tanzanie a eu lieu le 26 mars 2020 et a fait état de 509 cas et de 21 décès. En réponse à la pandémie, le gouvernement tanzanien a préparé un plan national d'intervention COVID-19 (NCRP) estimé à 250 milliards de TZ (109 millions de dollars US) pour développer et coordonner les mesures d'atténuation ainsi que pour mobiliser des ressources. Ce plan vise à prévenir et à détecter les menaces posées par COVID-19, tout en renforçant la préparation des systèmes du pays aux urgences de santé publique. La présente intervention a pour but de soutenir les efforts du gouvernement tanzanien (GoT) pour renforcer la résilience économique tout en atténuant les impacts socio-économiques et sanitaires de la pandémie COVID-19, en particulier sur les entreprises locales, les ménages vulnérables et le système de santé du pays. L'opération comprend trois grands volets qui se renforcent mutuellement, à savoir : (i) préserver la résilience économique contre les chocs liés à COVID-19 ; (ii) renforcer le système de santé pour contenir la propagation de COVID-19 et (iii) atténuer l'impact de COVID-19 sur les personnes vulnérables.
The proposed operation relates to a loan of UA 36 million to the United Republic of Tanzania from the country’s ADF-15 Performance Based Allocation to finance the Crisis Response Budget Support Program (TCRBSP). This operation is prepared in accordance with the Bank Group’s COVID-19 Response Facility (CRF) and in response to a request from the Tanzanian Government dated 23 April 2020. Indeed, Tanzania’s first recorded case of COVID-19 was on 26thMarch 2020 and has reported 509 cases and 21 deaths. In response to the pandemic, Government of Tanzania (GoT) has prepared a National COVID-19 response plan (NCRP) estimated at TZ 250billion (US$ 109 million) to develop and coordinate mitigation measures as well as mobilize resources. This response plan aims to prevent and detect the threats posed by COVID-19, while strengthening the country’s systems preparedness for public health emergencies. The purpose of the proposed operation is to support the Government of Tanzania’s (GoT) efforts to build economic resilience while mitigating the socio-economic and health impacts of the COVID-19 pandemic, particularly on local businesses, vulnerable households and the country’s health system. The operation consists of three broad mutually reinforcing components namely:(i) Safeguard economic resilience against COVID-19 shocks; (ii) Strengthen the health system to contain COVID-19 spread and (iii) Mitigate the impact of COVID-19 on the vulnerable.
Target Groups
Le programme profitera à tous les citoyens de Tanzanie en contribuant à préserver la stabilité macroéconomique du pays, à renforcer sa résilience et à soutenir une reprise économique plus inclusive. Les bénéficiaires directs du programme sont divers ménages, le secteur privé et les participants au programme de protection sociale du gouvernement, notamment le TASAF. Le programme aidera à préserver les moyens de subsistance des femmes et des hommes vulnérables, par le biais de programmes de protection sociale tenant compte de l'égalité des sexes et de programmes d'aide COVID-19. En outre, le programme soutiendra le renforcement et l'expansion de la capacité des systèmes de santé du pays afin d'améliorer et de renforcer la prestation des services de base.
The program will benefit all the citizens of Tanzania by contributing to safeguarding the country’s macroeconomic stability, building resilience and supporting a more inclusive economic recovery. The direct beneficiaries from the program are various households, the private sector and participants in the government social protection program, notably TASAF. The program will assist with safeguarding the livelihoods of vulnerable women and men, through gender-inclusive social protection programs and COVID-19 relief schemes. Furthermore, the program will support strengthening and expanding the capacity of the country’s health systems in order to improve and strengthen basic service delivery.
