La présente intervention concerne le Programme de réhabilitation du réseau routier (PRRR) Phase IV- Projet de réhabilitation de la RN4, Section Bahani-Gte-Itsikoudi (20km) et la RN3 section Itsikoudi – Chezani-Galawa (17KM). La phase IV du Programme de Réhabilitation du Réseau Routier (PRRR) s'inscrit dans les priorités du Plan Comores Émergent 2030 (PCE 2030) et du Plan de relance post-COVID (2022-2026). Le présent projet s’inscrit dans cette initiative et consiste en la réhabilitation de deux (02) axes routiers d’un linéaire total d’environ 37km situés sur l’ile de la Grande Comore sur les tronçons de la RN4, Bahani-GTE-Itsikoudi (20km) et la RN3 section Itsikoudi – Chézani-Galawa (17km). Les tronçons routiers faisant l’objet du présent projet se trouvent dans des zones à forte potentialité économique et touristique. Leur réhabilitation permettra d’une part, de désenclaver les régions intérieures du pays, et d’autre part de favoriser l’essor des activités économiques, dont le développement est inhibé par la déficience des infrastructures de transport du pays. Le Projet de Rehabilitation des Reseaux Routiers RN3 et RN4 sur l’Ile de Ngazidja (Grande Comore) constitue en la réhabilitation d’une partie des infrastructures routières (notamment le réseau des axes routiers nationaux RN3-RN4). Le projet est réparti en trois (03) composantes puis subdivisées en tâches présentées comme suit : (i) les travaux routiers, (ii) l’appui à l’autonomisation des jeunes et des femmes dans la ZIP et (iii) la gestion du projet. Le projet contribue au financement climatique, avec une enveloppe de 4 millions USD du montant total approuvé dédiée à l’adaptation.
This intervention concerns the Road Network Rehabilitation Programme (PRRR) Phase IV- Project to Rehabilitate RN4, Bahani-Gte-Itsikoudi Section (20KM) and RN3, Itsikoudi – Galawa -Chezani -Galawa Section (17 KM). The Phase IV of the Road Network Rehabilitation Program (PRRR) aligns with the priorities of the Emerging Comoros Plan 2030 (PCE 2030) and the Post-COVID Recovery Plan (2022-2026). This project, which is part of this initiative, will rehabilitate two (2) roads of a total length of approximately 37 km located on Grande Comore Island: the Bahani-GTE-Itsikoudi section on RN4 (20 km) and the Itsikoudi – Chézani-Galawi stretch on RN3 (17 km). The road sections covered by this project are located in areas with high economic and tourist potential. Rehabilitating them will not only open up the country's inland regions but will also encourage the growth of economic activities, whose development is hampered by inadequate transport infrastructure. The RN3 and RN4 Road Rehabilitation Project on the Island of Ngazidja (Grande Comore) involves rehabilitating part of the road infrastructure infrastructure (notably the RN3-RN4 national road network). The project is divided into three (03) components, subdivided into the following tasks as follows: (i) roadworks, (ii) support for the empowerment of young people and women in the ZIP and (iii) project management. The project contributes to climate finance, with 4 million USD of the total approved amount dedicated to adaptation.
Target Groups
Les bénéficiaires du projet sont les populations situées le long des deux grands axes routiers (RN3 et RN4) constituant le projet. En effet, la zone d'impact direct est l'étendue spatiale de l'empreinte du projet et des installations associées sur l'environnement récepteur. Cela comprend les zones où se dérouleront les activités prévues du projet (zone d’implantation du projet, infrastructures associées et abords immédiats). Il s’agit notamment du tronçon de la zone d’emprise des routes RN3 et RN4 à réhabiliter. Le projet va bénéficier indirectement à l’ensemble du pays dans la mesure où il va contribuer à fluidifier et redynamiser le système de transport et les échanges dans le pays.
The beneficiaries of the project are the people living along the two main roads (RN3 and RN4) that make up the project. The direct impact zone is the spatial extent of the footprint of the project and associated facilities on the receiving environment. This includes the areas where the planned project activities will take place (project site, associated infrastructures and immediate surroundings). This includes the section of the RN3 and RN4 right-of-way to be rehabilitated. The project will indirectly benefit the country as a whole, as it will help to streamline and revitalize the country's transport and trade system.
Objectives
L’objectif global du projet est d’améliorer la circulation des biens et des personnes afin de consolider les bases d'une croissance forte et durable par la facilitation des échanges commerciaux. De façon spécifique, le projet vise à (i) réduire les coûts de transports ; (ii) désenclaver les zones de production de façon à améliorer les conditions de vie de la population de la Zone d’Influence ; et (iii) adapter le réseau routier aux besoins en transport de la population et aux effets du changement climatique.
The overall aim of the project is to improve the movement of goods and people in order to consolidate the foundations for strong, sustainable growth by facilitating trade. Specifically, the project aims to (i) reduce transport costs; (ii) open up production areas in order to improve the living conditions of the population in the Zone of Influence; and (iii) adapt the road network to the transport needs of the population and to the effects of climate change.
