Generally, the main project beneficiaries are the entire population of Djibouti. The project will contribute to: (i) building the first geothermal power plant in Djibouti; (ii) increasing clean energy production capacity; (iii) increasing the population’s access to electricity through a more reliable and affordable source of energy; (iv) reducing oil imports by 214 000 barrels of oil annually; and (v) reducing greenhouse gas emissions by 250 000 tonnes of CO2 annually. Thus, it will contribute to improving the quality of life of Djibouti’s population by improving access to electrical energy.

Les principaux bénéficiaires du projet sont de manière générale l’ensemble de la population Djiboutienne. Le Projet va contribuer à (i) construire la première centrale géothermique de Djibouti, (ii) augmenter la capacité de production d’énergie propre, (iii) augmenter l’accès de la population à l’électricité à travers une source d’énergie plus fiable et à coût plus abordable, (iv) réduire les importations pétrolières de 214000 de baril par an et (v) réduire les émissions de gaz à effet de serre de 250000 de tonnes de CO2 par an. De ce fait, il permettra de contribuer à améliorer la qualité de vie de la population Djiboutienne en améliorant son accès à l’énergie électrique.

L'objectif général du programme de développement de la géothermie est d'améliorer la qualité de vie de la population Djiboutienne en améliorant son accès à l’énergie électrique à travers l’augmentation des capacités de production d’énergie propre à Djibouti. Les objectifs spécifiques du Projet sont (i) l’augmentation de la capacité de production d’énergie verte (ii) la réduction des importations pétrolières et (iii) la réduction des émissions de gaz à effet de serre.

The overall objective of the geothermal energy development program is to improve the quality of life for Djibouti's population by increasing access to electricity through an expansion of the national energy production capacity. The specific project objectives are to: (i) increase the green energy generation capacity; (ii) reduce oil imports; and (iii) reduce greenhouse gas emissions.

La présente intervention porte sur un prêt supplémentaire d’un montant de 10,74 million UC au Gouvernement de Djibouti pour mener les travaux du Projet d’Exploration Géothermique dans la Région du Lac Assal à leurs termes et en atteindre les objectifs. Ce projet fait partie d’un programme de développement de l’énergie géothermique visant à améliorer la qualité de vie de la population Djiboutienne en facilitant (1) l’augmentation de la capacité de production d’énergie d’origine géothermique (énergie verte), (2) la réduction des importations pétrolières et (3) la réduction des émissions de gaz à effet de serre. Il est prévu pour être exécuté en trois phases : (i) la première phase consiste en l’exploration du champ de vapeur géothermique du lac Assal et la confirmation des caractéristiques de la ressource géothermique du champ; (ii) la deuxième phase comprend le développement du champ géothermique et la construction d’une centrale électrique géothermique d’une capacité de 20 MW; et (iii) la troisième phase consiste en l’extension de cette centrale à 50 MW. Cependant, le budget alloué n’a permis de couvrir que partiellement les coûts de deux forages. En effet, lors de l’appel d’offres pour l’acquisition des services de forage, le budget alloué s’est avéré insuffisant pour couvrir le coût de l’exécution de quatre forages. Le budget alloué n’a permis de couvrir que partiellement les coûts de l’exécution de deux forages au lieu de quatre forages initialement prévus. Les ressources supplémentaires du FAD permettront de combler le déficit budgétaire révélé au cours de l’exécution du Projet et de finaliser la réalisation de la phase d’exploration. Cette opération permettra de couvrir (i) le coût de l’exécution du troisième forage y compris les activités non financées des deux premiers forages, d’un montant prévisionnel de 9,65 MUC (13,95 MUSD) et (ii) les coûts de prestations additionnelles de conseils et la réalisation d'une étude de faisabilité pour un IPP, d’un montant prévisionnel de 1,10 UC (1,58 MUSD), à réaliser par la firme d’assistance technique en géothermie. En apportant son financement supplémentaire, la Banque permettra au Projet de réaliser trois forages au lieu de quatre initialement prévus. Ainsi, la confirmation de la ressource géothermique facilitera la construction d’une centrale électrique géothermique à moyen terme afin d’augmenter les capacités de production d’énergie propre à Djibouti.

The proposed operation involves an additional loan of UA 10.74 million to the Government of Djibouti to carry out the Geothermal Exploration Project in the Lake Assal Region on schedule and achieve its objectives. This project is part of a geothermal energy development programme that aims at improving the quality of life for Djibouti’s population by helping to: (1) increase geothermal energy production capacity (green energy); (2) reduce oil imports; and (3) reduce greenhouse gas emissions. It will be implemented in three phases: (i) Phase 1 comprises the exploration of the Lake Assal geothermal steam field and confirmation of the characteristics of the field’s geothermal resources; (ii) Phase 2 involves the development of the geothermal field and construction of a geothermal power plant with a capacity of 20 MW; and (iii) Phase 3 involves expanding the capacity of the geothermal power plant to 50 MW. However, the budget allocated for the project only covered part of the cost of drilling two wells. Indeed, during the competitive bid call for the procurement of drilling services, the budget allocated were insufficient to cover the cost of drilling four wells. The amount provided covered only part of the cost of drilling two instead of the four wells initially envisaged. The supplementary resources to be provided by the ADF will help to close the financing gap identified during project implementation and to complete the exploration phase. This operation will cover: (i) the cost of drilling the third well, including the non-funded activities of the first two wells, estimated at UA 9.65 million (USD 13.95 million); and (ii) the cost of additional consultancy services and conduct of a feasibility study on the selection of an IPP for an estimated amount of UA 1.09 million (USD 1.58 million) to be carried out by the geothermal technical assistance firm. By providing supplementary financing, the Bank will enable the project to drill three wells instead of the four initially planned. Thus, the confirmation of the geothermal resource will facilitate the construction of a geothermal power plant in the medium term to increase the clean energy production capacity in Djibouti.
